한국의 지역발달장애인지원센터 성인 전환기 개인별지원계획 서비스 전달체계 개선방안 연구- 한국과 캐나다 브리티시 컬럼비아(BC)주 비교를 중심으로 -

초록

본 연구는 한국의 지역발달장애인지원센터와 캐나다 브리티시 컬럼비아(BC)주의 발달장애인 성인 전환기 개인별지원계획을 사회복지서비스 전달체계의 원칙 중 통합성, 접근성, 연속성, 책임성의 원칙을 분석 틀로 적용하여 비교⋅분석하여 그 한계를 도출하고 이를 통해 개선방안을 제시하였다. 분석결과를 통한 제언으로 첫째, 현행 발달장애인법에 성인 전환기 개인별지원계획 지원서비스에 관한 별도조항을 포함하는 법 개정이 필요하다. 둘째, 성인 전환기 개인별지원계획 서비스 통합지원 시스템이 구축되어야 한다. 발달장애인과 가족은 전환기 개인별지원계획 서비스 통합지원 시스템에 접속하여 서비스 신청을 할 수 있고, 언제든지 서비스 진행상황 정보를 열람할 수 있도록 정보 접근성을 보장하여야 한다. 셋째, 이용자 중심의 서비스 전달체계가 구현될 수 있는 서비스 접근성과 연속성이 보장될 수 있는 장치를 구축해야 한다. 넷째, 성인 전환기 개인별지원계획 서비스를 전담하는 전문 인력이 배치되어야 한다. 다섯째, 지역발달장애인지원센터가 발달장애인에게 필요한 서비스를 지역사회에서 개발하고 구매하여 연계하는 시스템이 마련되어야 한다.

Abstract

This study compared and contrasted the Regional Center in Korea and individualized support planning(ISP) for adult transition period(ATP) in British Columbia(BC) of Canada by applying the principles of integration, accessibility, continuity, and responsibility as an analysis framework of the social welfare service delivery system. Suggestions are as follows. First, it is necessary to revise the current Developmental Disability Act. Second, an integrated support system(ISS) that supports ISP services in the ATP should be established. Persons with developmental disabilities(PDD) and their families can apply for services and view service progress at any time by accessing the ISS for ISP services. Third, a user-centered service delivery system should be implemented so that it can guarantee service accessibility and continuity. Fourth, dedicated manpower should be assigned, who is expert in ISP services during the ATP. Fifth, a system should be established in which the Regional Center can provide necessary services to PDD, develop, purchase, and link necessary services in the community.
