전문가 경험 분석을 통한 발달장애인 보건복지 서비스 전달체계 개선방안 연구

본 연구는 전문가 경험 분석을 통해 발달장애인 보건복지 서비스 전달체계 개선방안을 도출하고자 한다. 이를 위해 발달장애인 관련 보건복지 전문가 5명에게 구조화된 질문을 이용하여 개별 면담을 시행하였다. 면담 결과, 발달장애인 보건의료 관점에서 서비스의 문제점과 보건복지 서비스 전달체계의 개선 요구사항 2개 영역 및 10개 범주로 분석되었다. 2개 영역과 10개의 범주 내용을 고려하여, 현재 발달장애인 보건의료 서비스가 가진 문제들에 대응해 나갈 수 있는 단순하고, 통합적인 구조로 나아가기 위하여 중앙발달장애인보건센터(“가칭”)를 신설하고 발달장애인 보건의료 서비스 확대와 기존 복지서비스 업무체계와의 통합․연계되는 보건복지 서비스 전달체계를 개선방안을 제시하였다. 본 연구의 결과를 통해 향후 통합․연계되는 발달장애인 보건복지 서비스 기관 구축 및 서비스 전달체계 모형개발이 지속해서 요구되고 있다.
Abstract
This study was to derivation of improvement of health and welfare delivery system from the health and welfare expert’s experience with developmental disabilities. As a result of conducting individual interviews by applying the in-depth interview on five health and welfare expert with developmental disabilities, two categories are identified as follows: Limitations of health service and improvements of health and welfare delivery system. In addition, each category has several subcategories. Limitations of health service category included three subcategories such as lack of facility and expert with health services, lack of management of health service and lack of linkage system between health and welfare. Improvements of health and welfare delivery system category included two subcategories such as build a systematic health service and build a linkage system between health and welfare. Therefore, it is expected that efforts will be needed to establish an health service system with developmental. This study was to derivation of improvement of health and welfare delivery system from the health and welfare expert’s experience with developmental disabilities. And health service system has to link present welfare service system.
