코로나19 상황에서 국내 청소년활동 프로그램 운영현황 분석: ‘e청소년’ 사이트를 중심으로

배경: 데이터 기반행정과 공공데이터 융합은 수요자인 청소년들과 공급자인 청소년활동 운영주체가 정보를 공유할 수 있는 새로운 장을 형성하고 있다. 그러나 공급자 간 협업과 정보 공유는 여전히 미흡한 상황이다. 오늘날 청소년 학계와 현장은 포스트 코로나 시대 청소년활동을 독려할 새로운 방안을 모색하고 있으나 코로나19라는 급격한 환경변화에 청소년활동 운영주체들이 그간 어떻게 대응했는지, 어떤 지역이 어떤 활동을 전개했는지 등에 대한 비교 분석은 부족한 실정이다. 목적: 이 연구의 목적은 코로나19 상황에서 국내 청소년활동 프로그램 운영이 어떻게 이루어졌는지를 청소년활동정보서비스 ‘e청소년’ 사이트를 중심으로 분석함으로써 향후 청소년에게 관심을 가진 다양한 주체들이 활용할 수 있는 지식과 정보를 도출하는 것이다. 방법: 이 연구의 방법은 웹 크롤링과 텍스트 마이닝 분석이다. 연구 도구로는 Python 3.10.5과 TEXTOM을 활용했으며 분석자료는 2020년 1월 1일부터 2022년 6월 30일까지의 코로나19 상황에서 ‘e청소년’에 등록된 8,575건의 청소년활동 프로그램 운영방식, 활동영역, 기관명(기관유형), 지역, 프로그램명, 활동일(활동연도)다. 결과: 첫째, 코로나19 상황에서 운영된 국내 청소년활동 프로그램 현황을 활동영역별, 기관유형별, 단위지역별로 분석했을 때 각 영역에서 확인되는 특징과 개선할 부분을 파악할 수 있었다. 둘째, 코로나19 상황에서 운영된 청소년활동 프로그램명을 텍스트 마이닝 분석했을 때 현재 청소년활동 운영주체들이 등록하는 청소년활동 프로그램명에서 일관된 방식과 개선할 부분을 확인할 수 있었다. 또 시각화 결과를 분석했을 때 연도별로 각기 다른 특징과 변화양상이 포착되었다. 시사점: 이 연구의 시사점은 청소년활동 운영주체를 위한 정보공유의 장을 확대하고 이들의 협업을 활성화 및 독려할 수 있는 구체적인 방법을 제시한 데 있다. 이를 위해 코로나19 상황에서 운영된 청소년활동 프로그램 분석결과를 바탕으로 3가지의 실천적 제언을 제시했다.
Abstract
Background: Data-based administration and public data convergence are forming a new place for youth who are consumers and youth activity operators who are suppliers to share information. However, collaboration and information sharing between suppliers are still insufficient. Today, youth academia and the field are looking for new ways to encourage youth activities in the post-COVID-19 era, but there is a lack of comparative analysis on how youth activity operators have responded to the rapid environmental change of COVID-19. Purpose: The purpose of this study is to derive knowledge and information that can be used by various subjects interested in youth in the future by analyzing how the domestic youth activity program was operated in the COVID-19 situation. Methodology: The methods of this study are web crawling and text mining analysis. The research tools used Python 3.10.5 and TEXTOM, and the analysis data are 8,575 youth activity programs registered in "e-Youth" from January 1, 2020 to June 30, 2022. Findings: First, when analyzing the current status of domestic youth activity programs operated in the COVID-19 situation by activity, institution, and region, it was possible to identify the characteristics and improvements identified in each area. Second, when text mining analyzed the name of the youth activity program operated in the COVID-19 situation, it was possible to identify a consistent method and improvement in the name of the youth activity program currently registered by the youth activity operators. In addition, when analyzing the visualization results, different characteristics and changes were captured for each year. Conclusions: The implications of this study are to expand the field of information sharing for youth activity operators and to suggest specific ways to activate and encourage their collaboration. To this end, three practical suggestions were presented based on the results of the analysis of youth activity programs operated in the COVID-19 situation.
