Abstract
This study examines how geopolitical conflicts affect food and supply chain resilience in the Gulf Cooperation Council (GCC) region by comparing two major events: the 2017 Qatar diplomatic rift and the Russia-Ukraine war. The analysis shows that internal conflict exposed structural vulnerabilities rooted in single-route dependence and physical blockades, whereas external conflict revealed system-level fragilities through shocks to global food, fertilizer, and energy prices. Both events triggered resilience-building strategies, yet their pathways differed. The Qatar blockade led to structural transformation of the national food system, while the Russia-Ukraine war resulted in an absorption-adjustment pattern driven by fiscal buffers and policy interventions.
