Abstract

This study explores the need to transform women’s vocational training in the digital era by empirically analyzing new technol ogy-based training programs implemented by Korea’s Women’s Reemployment Centers (Saeil Centers). Focus Group Interviews (FGIs) and document analysis were conducted across 20 centers nationwide. Findings indicate that digital and emerging technology courses accounted for only 17.6% of all training programs, with women comprising just 22.2% of participants in these courses. These results highlight structural limitations in women’s access to and participation in digital upskilling. The case analysis revealed systemic challenges, including a disconnect between training content and industrial demand, lack of participant-tailored design, and insufficient post-training monitoring. Based on these findings, the study suggests the following policy directions: expanding training for high-value digital occupations, implementing stage-based tailored curricula, strengthening private-sector-linked practice and job placement, establishing a data-driven performance monitoring system, and strategically restructuring the public training system.
