이 연구는 국내 디지털 인재양성 정책을 효과적으로 시행, 지원하기 위한 방안으로 거버넌스 구축에 대한 전략적 논의를 반영한 디지털 인재양성 거버넌스 프레임워크를 개발하는 것을 목적으로 한다. 이를 위해 선행연구 및 사례조사 등의 문헌연구와 관련 전문가 FGI를 통해 디지털 인재 역량모델과 거버넌스 구성요소를 도출하였으며, 전문가들에 의한 타당화 검증과정을 거쳐 거버넌스 프레임워크의 최종 모델을 개발하였다. 연구결과, 첫째, 디지털 인재역량은 6개의 주요역량, 역량별 3단계의 역량 수준, 총 18개의 세부역량으로 도출되었다. 둘째, 디지털 인재양성을 위한 거버넌스 구성요소는 이해관계자, 역할과 책임, 거버넌스 주요 전략의 3개의 축으로 구성되며, 포용적, 협력적, 신뢰형성, 공동 목표의 이해라는 운영 방향을 가진다. 셋째, 도출된 거버넌스 구성요소를 기반으로 디지털 인재양성을 위한 거버넌스 프레임워크를 설계하고 도식화하였으며, 전문가 타당도 검증을 거쳐 최종모델을 개발하였다. 연구결과에 따른 논의 및 제언은 다음과 같다. 첫째, 정부는 디지털 인재가 갖추어야 할 역량에 대해 구체적이고 명시적으로 규정하고 제시해야 한다. 둘째, 공동 목표 및 성과를 달성하기 위해 모든 이해관계자 간 상호 조정과 협업을 바탕으로 한 수평적인 협력적 거버넌스를 구축해야 한다. 셋째, 공공성, 형평성, 사회통합성, 지속가능성에 기반한 포용적 거버넌스가 구축되어야 한다. 넷째, 디지털 인재양성 정책의 성과 달성을 위해 거버넌스 이해자 간 신뢰와상호 호혜적 의사소통이 형성되어야 한다. 본 연구결과는 최근의 디지털 전환시대의 변화와 맥락에서 요구되는 디지털 인재양성 거버넌스 구축을 위한 중요한 기초자료로 활용될 것으로 기대한다.
Abstract
The purpose of this study is to identify digital talent competencies and to development a governance framework for nurturing digital talents. To achieve this, literature reviews, including prior studies and case studies, were conducted. A digital talent competency model was then developed through expert focus group interviews(FGIs). Based on these findings, the final governance framework model was presented after validation and verification by experts. The results revealed that digital talent competencies can be categorized into six major areas, each with three competency levels, resulting in a total of 18 detailed competencies. The governance components for nurturing digital talent consist of three main elements: stakeholders, roles and responsibilities, and key governance strategies. The operational direction of governance is inclusive, cooperative, trust-building, and focused on understanding common goals. A governance framework for nurturing digital talent was designed and schematized based on these components, and the final model was validated by experts. The discussion and implications of the research results indicate that the government must clearly define and articulate the capabilities required for digital talent. Additionally, horizontal cooperative governance, based on mutual coordination and collaboration among all stakeholders, must be established to achieve common goals and outcomes. Inclusive governance, grounded in principles of publicness, equity, social integration, and sustainability, must also be implemented. To achieve the desired outcomes of digital talent development policies, trust and mutually beneficial communication must be established among governance stakeholders. The results of this study are expected to provide essential foundational data for digital talent development governance in the context of the ongoing digital transformation era.
