본 연구는 기술기업에 대한 정책금융지원을 담당하고 있는 주요 기관인 기술보증기금(이하 기보)의 사례를 통해, 정부의 정책지원이 기술기업들의 성과에 미친 경제적 효과를 실증적으로 검정한다. 구체적으로 2016년 신규로 보증을 받은 기술기업(기보지원기업)의 2016~2018년 3년간의 재무성과를 분석하여, 2016년 기보의 신규 보증지원의 성과를 분석한다. 이러한 기보지원기업과의 의미 있는 비교 분석을 위해, 2016~2018년 기간 동안 기술보증기금 외 다른 보증기관으로부터 한번이라도 보증을 받은 기업(이하 비교기업)으로 통제군을 구성하였다. 분석자료로 기보지원기업은 기보의 내부자료를, 비교기업은 한국기업데이터(KED)를 통해 수집하였다. 분석방법은 Abadie and Imbens(2006, 2011)의 편의추정매칭(Bias Corrected Matching, BCM)을 활용하였다. 분석결과, 성장성, 수익성, 생산성, 연구개발집적도의 모든 지표는 기보지원기업이 비교기업에 비해 통계적으로 유의하게 높은 것으로 나타났다. 이러한 결과는 기보지원기업이 비교기업에 비해 전반적으로 우수한 경영성과를 달성하였으며, 기술금융이 기술기업의 성장을 위한 환경조성에 중요한 역할을 하고 있다는 실증적 근거를 제시한다.
Abstract
This paper empirically analyzed the economic effect of Technology Financing focusing on the case of Korea Technology Finance Corporation(KIBO). Specifically, we analyzed the three year long financial performance of Technology Guaranteed Companies that are newly guaranteed by KIBO in 2016. For a meaningful comparative analysis with the treated group, the control group was composed of the companies(referred to as Comparative Companies) that had received the financial support at least once from any institutes other than KIBO. For analyzing data, we used the internal KIBO data for Technology Garanteed Companies and Korean Company Data(KED) for Comparative Companies. For methodology, we adopted bias corrected matching(BCM) of Abadie and Imbens(2006, 2011) to be differentiated from the previous studies that mostly focused on propensity score matching(PSM). Our results show that all the indicators of growth potential, profitability, productivity, and R&D intensity are statistically significantly higher in Technology Guaranteed Companies than in Comparative Companies. This implies that Technology Guaranteed Companies achieved superior financial performance compared to Comparative Companies, and Technology Finance plays an important role to stimulate the financial growth of technology companies.
