Abstract

Government-General emphasized trade with third countries and suggested various measures to promote this field. Following the outbreak of the Sino-Japanese War, the promotion of exports to third countries increasingly regarded as an important task and many relevant policies were introduced. As a result, the Chosŏn Trade Promotion Corporation was established as the organization regulation trade with third countries. However, these trade promotion policies failed and the corporation was merged with another one in 1944. After the Pacific War broke out, Chosŏn’s tradefounditselflimitedtoSoutheastAsia. Choson’s trade during the Sino-Japanese War, being inherently flawed, did not develop as Japanese scholars had expected. In addition, Chosŏn’s Japanese traders recognized the problems associated with Chosŏn trade,most kept believing that Chosŏn trade would continuetodevelop.However,the reality was that even the status quo was hard to maintain. Only exports with Southeast Asian countries, areas where Japan had to assure the steady flow of much-needed supplies, increased. In conclusion, it is evident that the Chosŏn trade was simply used as a supply base to provide Japan with the means to wage war.
