Abstract
This study attempted to induce difference in values and policy priority between commissioners of National Police Agency in Rho Moo Hyun government and those in Lee Myung Bak government by performing a comparative analysis of their values and policy priorities empirically. For this, semantic network analysis was performed on the inaugural address of the commissioners. This study tried to review past police policies and changes in police policies by analyzing inaugural address of commissioners empirically, and to search for the desirable direction of police policy. Conclusively, first, there was common thing between inaugural address of commissioners in both governments, which is they used core keywords such as 'police' and 'people.' Second, the difference between addresses is that commissioners in Rho Moo Hyun government used 'human rights' and 'services' frequently as key words while commissioners in Lee Myung Bak government used 'basic,' 'principles,' 'trust,' 'law order, 'work,' and 'advanced' more frequently as key words. Third, in the analysis of centrality, key words such as 'police' and 'people' had high centrality value in common. Difference was that 'human rights,' 'participation,' 'fairness,' 'solution,' 'service,' and 'protection' and 'services' had high centrality in No Mu‐hyun government, while 'principle,' 'basic,' 'trust,' 'competency,' 'advanced,' 'competency,' 'work,' 'performance,' 'risk,' and 'strength' had high centrality in Lee Myung‐bak government. As such it was found that National Police Agency Commissioners in No Mu‐hyun government and Lee Myung‐bak government had different value orientation and accordingly different police policies through their inauguration addresses.
