한국 경찰공무원의 부패유형 탐색 및 함의: KINDS를 통한 언어네트워크 분석

초록

본 연구에서는 기존의 선행연구와 다른 차원에서 부패의 문제 진단과 해결책을 찾고자 다음과 같은 연구목적을 설정하였다. 먼저, 선행연구에서 제시되는 경찰부패의 개념과 특징 그리고 유형에 대해 면밀히 검토하고, 둘째, 본 연구의 시간적 범위라 할 수 있는 이명박 정권시기부터 현재까지 신문내용분석을 통해 경찰부패 유형별 발생빈도를 점검하였다. 마지막으로, 유형별 경찰부패 근절을 위한 대응 방안을 논의하였다. 분석방법은 신문내용분석으로, 한국언론재단의 DB시스템인 뉴스전문검색사이트(Korea Integrated News Database System: KINDS) 카인즈(www.kinds.or.kr)를 통해 주요 종합 일간지 신문기사와 주간지 기사를 통해 분석한 뒤, 경찰부패 유형과 유발요인을 타이포로지화하고, 이를 IBM SPSS Version 20.0 프로그램을 통해 기술 통계학적 분석을 시행하였다. 단어연결망 분석결과, 경찰부패와 관련된 56개의 단어가 추출되었고, 연결망 중 ‘부패’와 ‘경찰’이 다른 단어에 비해 공출현 빈도가 비교적 높게 나타났다. 그리고 구획모형화 분석에서는 전체 3개의 구획으로 나타났고, 중앙성 분석에서는 아이젠 벡터 중앙성 값이 가장 높은 키워드는 경찰이었으며, 비리, 수사, 사건, 내부비리, 토착비리, 감찰, 인사, 조사, 부정부패, 신고, 단속, 금품수수, 외부, 뇌물, 검찰, 업주, 강남, 척결, 개혁, 조직 등이 다른 핵심어들에 비해 중앙성 값이 높게 나타났다. 마지막으로 MDS분석에서는 4개의 부패유형에 적합한 형태의 핵심 단어들이 선정되어 나타났다.

Abstract

In this study, established following study purpose to look for corruption's problem diagnostic and solution in dimension differing with precedent studies. First, this study examined thoroughly about police corruption's concepts, characteristics and types presented in precedent studies. Second, inspected frequency by police corruption type through newspaper contents analysis from the Lee administration to present that can be time extent of this study. Finally, discussed confrontation plan for police corruption eradication by types. Analysis method of this study is newspaper content analysis, this analyzed major synthesis daily and weekly magazine's article through KINDS (Korea Integrated News Database System) that is Korea Press Foundation's DB system. And typify police corruption's type and inducing factors, and did descriptive statistics analysis through IBM SPSS Version 20.0 programs. According to Semantic-network analysis result, 56 words connected with police corruption were extracted, and appeared relatively higher ‘corruption’ and ‘police’ words than other words in co-occurrence frequence. In Block-modeling analysis, result was divided by 3 blocks, and keyword that eigen-vector's centrality value is the highest in centrality analysis was the police, and ‘irrationality’, ‘investigation’, ‘incident’, ‘inside irrationality’, ‘indigenous irrationality’, ‘inspection’, ‘personnel matters’, ‘irregularity and corruption’, ‘declaration’, ‘crackdown’, ‘accepting bribes’, ‘external’, ‘bribes’, ‘prosecution’, ‘business owner’, ‘Gang-nam’, ‘eradication’, ‘reform’ and ‘organization’ were appeared centrality value high than other keyword. Finally, suitable key words were selected in 4 corruption types in MDS(Multi-Dimensional Scaling analysis).
