치안부담에 근거한 지역경찰 인력배분 모형

본 연구는 지역경찰의 인적자원을 배분하는 데 활용할 수 있는, 실용적이면서도 합리적인 기준 마련을 목표하였다. 우선 지역관서 인원배정에 있어 범죄 발생건수 등 경찰의 입장에서 수집된 자료뿐만 아니라 행정동을 단위로 수집된 관할지역의 사회경제적 특성을 더불어 고려할 필요가 있음을 강조하였다. 이에 지역경찰의 인력배분에 활용할 기준으로서 치안부담도를 제안하고 치안부담도 산출부터 실제 추가 인원배정 상황에 적용하기까지 총 4단계에 걸쳐 분석을 진행하였다. 먼저 1단계에서는 요인분석을 통해 범죄 발생건수 및 112신고건수의 형태로 드러난 관할지역의 현재 치안부담도를 산출하였다. 2단계에서는 현재 치안부담도를 종속변수로 하고 사회경제적 변수를 투입한 회귀분석 결과를 바탕으로 장래 치안부담도를 추정하였다. 3단계에서는 현재 치안부담도와 장래 치안부담도 각각을 표준화한 후 종합한 결과로서 치안부담도 지수를 도출하였다. 마지막으로 4단계에서는 치안부담도 지수를 토대로 적정인원 및 부족인원을 산출하고 실제 추가 인원배정 상황에 적용함으로써 실무상 활용가능성을 확인하였다. 본 연구에서 제안한 치안부담도에 근거하여 지역경찰 인력배분이 이루어질 경우 그간 경찰서장 내지 담당자의 주관적인 판단에 의해 결정되어 온 인원배정 문제를 보다 객관화하고 체계적으로 검토하는 계기가 마련될 것으로 기대된다.
Abstract
The study aims to provide a practical and reasonable criteria for determining staffing allocation needs of local police substations. It highlights the necessity of considering not only police-oriented measures, but also socioeconomic characters of districts divided by Administrative Dong. In this regard, the study proposes an policing demand index, and applied it to an assumed situation of additional personnel allocation. The analysis consists of four parts. Using factor analysis, the reactive policing demand of each local police substation is calculated in the first part. In the next part the proactive policing demand is predicted based on the stepwise regression model. Merging and standardizing the reactive and proactive policing demands, the index is constructed in the third part. Based on the policing demand index, the required workforce and workforce shortage are measured for each local police substation, which qualifies the eligibility of the index for determining staffing allocation needs.
