이슈관심주기를 적용한 디지털 성범죄 정책변동 분석: 딥페이크 포르노 방지법을 사례로

Abstract

This study aims to analyze the policy changes to counteract digital sexual crimes based on the issue attention cycle model. The case of an act to prevent Deep-fake Pornography was used for the analysis. Digital sexual crime, Deep-fake technology and issue-attention cycle model were covered in the literature review and a descriptive analytical model was proposed for the research design. The application of Downs' issue-attention cycle theory tracked the related legislation process of Deep-fake Pornography. As a result of the analysis, sexual crimes involving celebrities who can draw public attention have repeatedly and unexpectedly happened. The media reported the news explosively, which made public interest skyrocket and it accelerated policy steps significantly to advance in the process of legislation of the Act on Deep-fake Pornography. We found that these issues, which develop into major events, serve as a window of opportunity for policy changes in the course of establishing new policies in the future. And this result gives us practical suggestion that it is important for government agencies to observe issue-attention cycle in new crimes and to timely prepare a forum for public debate in which experts and the public can participate in order to reduce social costs by saving time for preparing fundamental solution for the issues.
