대화경찰 제도는 갈등 상황에서도 소통과 중재를 통한 상호작용을 바탕으로 한 문제 해결을 지향한다는 점에서 민주적 경찰활동 패러다임의 유형으로 평가할 수 있다. 이 연구는 규범적 가치에 중점을 둔 대화 중심 경찰 패러다임이 민주적 경찰활동 확장에 이바지할 것을 기대하고, 대화경찰의 소통 역량이 민주적 경찰활동에 미치는 영향에 관하여 확인하였다. 그리고 변수 간의 관계에 있어 대화경찰의 정당성 인식이 갖는 매개효과에 대해 검증하였다. 연구 결과, 독립변수 소통 역량과 종속변수 민주적 경찰활동 의지 간의 정적인 관계가 통계적으로 유의미하게 나타났다. 소통 역량과 민주적 경찰활동 의지의 관계에 있어 자기정당성의 부분매개 효과도 통계적으로 유의미하게 나타났다. 즉, 대화경찰의 소통역량은 자기정당성에도 긍정적인 영향을 미치며, 이는 민주적 경찰활동 의지의 향상으로 이어질 수 있음을 확인하였다. 집회 속 대화경찰의 소통과 중재는 현장의 일선 경찰관이 마주하는 시민과의 갈등 상황의 맥락과 크게 다르지 않다. 이 연구는 대화경찰 소통 역량의 영향에 대한 실증 연구 결과를 토대로, 대화 중심 경찰 패러다임이 민주적 경찰활동의 확장에 기여할 수 있음을 시사한다.
Abstract
Dialogue police can be defined as democratic policing that aims to solve problems based on communication and mediation, even in conflict situations. The dialogue-based police paradigm focusing on normative values could contribute to expanding democratic policing. This study examined the mediating effect of the dialogue police self-legitimacy in the relationship between communication capability and democratic policing. As a result, the effect of communication capability on support for democratic policing is statistically significant. The mediating effect of self-legitimacy between communication capability and support for democratic policing is statistically significant. Communication and intervention of the dialogue police are similar to the conflict with citizens faced by the front-line police officers. This study suggests that the dialogue-based police paradigm can contribute to expanding democratic policing based on the result. By strengthening the communication capabilities of front-line police officers, the democratic policing paradigm through police organizations will be expanded.
