선진국 홍수관리 행정 및 연구개발(R&D) 실태에 관한 비교연구

우리나라는 각종 재난으로 인해 인명 및 재산피해가 매년 되풀이되고 있고, 이로 인한 피해복구비만도 연평균 4조원이 넘게 소요되고 있다. 특히 우리나라의 자연재난 중 대다수는 태풍과 홍수에 의한 풍수해 피해로서 반복되는 풍수해 피해를 방지하기 위한 대책마련이 시급한 실정이다. 한국의 R&D 정책의 중점은 경제발전에 도움이 되는 부문에 치우치는 결과를 낳아 방재연구를 위한 R&D 지원은 매우 취약한 실정에 있다. 반면에 방재선진국이라 할 수 있는 일본과 미국의 경우 예방사업 위주의 재정투자로 인해 복구비지출 재정부담이 크게 줄어들고 있다. 본 논문에서는 재난피해의 경감을 위한 선진 방재시스템 구축을 위해 먼저 선진국 가운데 방재행정에 있어 우리보다 앞선 미국과 일본의 재난관리체제를 비교․분석함으로써 우리 실정에 적합한 정책적 시사점을 도출하고 있다. 특히 일본의 방재 연구개발(R&D) 체제를 검토함으로써 향후 우리나라 방재행정의 개선을 위한 재난관리체제 및 방재 연구개발 발전방향을 함께 모색하고 있다.
Abstract
Every year human and property damages are extremely huge due to lots of different disasters in this country so that it is urgent to prepare some measures of preventing disaster damages especially derived from typhoons and floods. Both Japan and USA have put more emphasis on preventive measures in handling disasters through more investment on research and development. This article tries to draw policy implications from the disaster management system in two countries. It compares them in terms of laws and institutions, operation, and R&D investment and suggests some future directions to improve disaster management system in this country.
