학교급식비 지원액의 지역 간 격차 분석

본 연구의 목적은 학교급식비 지원 사업의 시행에 있어서 자치단체 간 격차가 존재하는지의 여부를 규명하는데 있다. 이를 위해 본 연구에서는 크게 세 가지 측면으로 구분하여 학교급식비 지원 사업의 현황을 분석하고 있다. 첫째, 2005년에 학교급식비 지원 사업이 지방자치단체의 사무로 이양된 이후 시․도교육청이 지방자치단체로부터 지원 받는 학교급식비 지원액에 대한 기본 현황을 분석하였다. 둘째, 2006년 이후 지방자치단체의 재정분석지표(재정자립도, 주민 1인당 지방세부담액, 세출예산액, 인구 규모)에 따라 학교급식비 지원액의 변화 추이를 분석하고 있다. 셋째, 학교급식비 지원액에 있어서 기초자치단체 간 격차가 존재하는지의 여부를 파악하기 위해 변이계수를 통한 분석을 실시하였다. 주요 분석결과는 다음과 같다. 첫째, 자치단체의 재정력에 따라 학교급식비 지원액에 있어서 자치단체 간 격차가 발생하고 있으며, 지방분권 이후 빈익빈․부익부 현상이 나타나고 있는 것으로 볼 수 있다. 둘째, 변이계수를 통해 기초자치단체 간 학교급식비 지원액의 격차를 분석한 결과 부산과 경기도는 다른 광역자치단체들보다 기초자치단체 간 학교급식비 지원액 격차가 큰 것으로 나타나고 있다.
Abstract
The purposes of this study are to identify factors, to find problems, and to suggest directions to reduce free school lunch program gaps among regions, Data are mainly collected by review of literature and official documents of provincial office of education. This study shows that the free school lunch program differences exist between schools and their locations, and main factors influencing of the gaps are subsidy and educational grant sponsored by local governments. To solve these problems, this study proposes, first of all, that more financial and systematic support should be encouraged to improve free school lunch program especially in the low self-reliance ratio local governments. Secondly, educational budget should be collected and distributed enough to provide quality lunch program for all children in the level of central or local government.
