국고보조사업 기준보조율과 차등보조율 제도의 문제: 복지사무를 중심으로

이 연구의 목적은 지방자치단체의 복지사무를 대상으로 국고보조사업의 기준보조율과 차등보조율제도의 문제점을 논의하는 데 있다. 이 연구에서는 기준보조율 제도와 차등보조율 제도와 관련된 다섯가지 이슈를 중심으로 논의하였다. 이 연구에서는 기준보조율과 관련하여서는 첫째, 서울시 자치구를 다른 지역과 차별할 이유가 있는가? 둘째, 동종 지역의 기준보조율을 동일하게 적용하는 것이 타당한가?를 중심으로 논의하였고, 차등보조율과 관련하여서는 첫째, 사회복지비 지수가 차등보조율 적용 타당성을 보장할 수 있는가?, 둘째, 재정자주도가 차등보조율 적용 타당성을 보장할 수 있는가? 셋째, 차등보조율 적용이 실질적인 효과가 있는가?를 중심으로 논의하였다.
Abstract
This study aims to address the problem of lump sum and matching grants of state-subsidized affairs: the case of welfare area. In particular, we discuss five issues in lump sum and match grants from state. Firstly, we discuss whether we should apply same lump sum grants to the autonomous regions in Seoul metropolitan government and the other regions separately. Secondly, regarding applying same lump sum grants to similar regions, we discuss whether it occurs problem in the implementation of state affairs. Regarding matching grants, analysis on three issues is carried out: does the index of welfare expenditure validate the application of matching grants? The financial independence rate can be a good reason for the application of matching grants? Is the application of matching grants an effective tool for the implementation of state affairs?
