본 연구는 장애아동의 장애에 관한 추가비용 요인을 파악하고 장애아동과 가족을 위한 방안을 모색할 목적으로 수행되었으며, 이 목적을 달성하기 위해 2011년도 장애인 실태조사의 만 18세 미만인 208명의 원자료를 재분석하고 이를 바탕으로 추가비용의 소요실태와 추가비용에 영향을 미치는 요인을 파악하였다. 분석결과 아동의 장애유형은 지적장애와 자폐성장애인 발달장애가 전체의 절반을 넘는 비율을 차지하고 있어 성인장애인의 분포와는 차이를 보였으며, 장애로 인한 추가비용은 월평균 45만 5천원으로 전체 장애인 가구 평균 16만 1천원보다 약 3배 정도 많았다. 추가비용 영향요인에서 독립변수는 인구학적 요인, 사회환경적 요인, 그리고 장애특성요인의 세 가지가 포함되었다. 분석결과 장애아동의 장애유형, 연령, 도움필요도, 그리고 가구소득의 변수가 장애아동의 추가비용에 영향을 미치는 요인으로 작용하고 있었으며, 특히 가구소득과 도움필요도의 영향력이 상대적으로 크게 나타났다. 이러한 결과에 비추어 정부에서 실시하고 있는 장애아동수당과 발달재활서비스를 비롯한 각종 추가비용 보전제도는 가구소득과 장애정도를 고려하여 대상을 저소득층 중심에서 그 이상으로 확대하고 내용을 차등화 할 필요가 있으며, 더불어서 추가비용의 경제적 부담을 줄이기 위한 간접적 서비스를 지원하기 위해 장애아동 및 가족을 대상으로 한다양한 프로그램의 확충이 필요하다.
Abstract
The objectives of this study is to identify the factors of disabled children’s extra costs and to proposethe policy measure for the family with disabled children. To achieve these aims, this study targeted at disabled children under 18 years old based on the 2011 National Survey of DisabledPopulation conducted by the KIHASA. As the framework of analysis, independent variables are composed of three groups: demographicvariables, socio-environment variables, and disability related variables. Major findings are as follows. First, the extra cost of disabled children's household is about 455 thousand won per month. Second, the expenditure of extra cost are technical aids, education, and medical expenses, etc. Third, as a regression analysis, the independent variables such as the age, disability type, disability grade,family income affect the extra cost of disabled children. Especially, family income, disability grade, and age of child among them, are significant variables affecting the extra cost of disabled children. Consequently, for improving the standard of living of the households with the disabled children,the public disability payment for compensating extra costs of disabled children should be expanded, also the levels of benefit should be increased more than others.
