빈곤과 최저생계비 측정에 관한 연구: 발달장애아동 가족의 치료교육비를 중심으로

본 연구에서는 빈곤계층에 편입된 발달장애아동 가족을 대상으로 치료교육비를 포함한 주관적 최저생계비를 추정하였다. 자료는 2004년 1월～2004년 3월까지 만8세 이하의 아동이 있는 가정을 중심으로 발달장애아동 282가구를 대상으로 설문지 및 면접조사를 실시하여 수집하였다. 회귀분석 및 t-test를 적용하여 분석한 결과, 아동의 장애를 발견한 후 치료하지 않은 이유가 경제적 어려움과 발달장애에 대한 부모의 지식 및 정보부재인 것으로 나타났다. 그리고 같은 빈곤계층이라 할지라도 비장애아동 가구는 치료교육비에 대한 수요가 높은 장애아동 가구와 직면한 문제점이나 경제적 어려움이 내용이나 구조적인 면에서 차이가 있고 따라서 최저생활을 유지하는데 드는 생계비도 차이가 나는 것으로 파악되었다. 현재 우리나라에서 최저생계비의 결정과 적용방식은 가구유형별로 차등화 된 지원을 하지 않고 있고 지원 내용에 대한 논의도 제대로 이루어지지 않고 있다. 따라서 본 연구의 결과는 최저생계비 및 현금급여기준을 결정하는 과정에 아동의 장애유무가 반드시 고려되어야 한다는 것을 말해 준다.
Abstract
The purpose of this study is to measure the minimum cost of living for families with developmental disability children, taking educational therapy costs into account. In measuring poverty and the minimum cost of living, this study focuses on poverty with emotional and subjective issue and the cost of educational therapy. Data were collected from 282 families of children with developmental disability problems and 247 families of children with no disability in February 2004. Analysis of variance and regression analysis method provides a measure of association. The findings indicate that given lower level of income, the minimum cost of living for families of children with developmental disability was higher than families of children with no disability. Also, educational therapy costs for disabled children was important determinant of minimum cost of living, implying that children's developmental delay or outcome was a function of the initial economic state of the family. Noting the results of this study, the welfare policy formulations should pay special attention to the educational therapy costs for disabled children. Since families with developmental disability children are particularly at risk, public policy makers should be aware of planning for the needs of the those families who appear to be problem groups and who need to be considered in determining welfare programs and priorities.
