혁신체제에서의 정책수단 조합에 관한 연구 - 게임콘텐츠산업 혁신정책을 중심으로 -

이 연구는 혁신체제에서의 정책수단 조합에 관한 연구로서, 정부의 혁신 정책이 게임콘텐츠산업의 혁신 과정에 미치는 영향을 다양한 정책수단들 간 상호작용을 중심으로 살펴보았다. 혁신체제는 구성요소와 이들 사이의 지속적인 상호작용을 토대로하며, 체제실패에 대한 정부대응의 성과는 혁신체제와 정책 간의 정합성의 문제로 나타난다. 정책을 정책수단의 조합이라고 하였을 때 혁신체제와 정책 간 정합성의 문제는 혁신체제에서 어떻게 이러한 정책수단들이 보이는상호작용을 통해서 살펴볼 수 있다. 정책수단 사이의 상호작용은 복잡한 귀결을 낳을 수 있다는 점에서, 혁신체제와 정책수단 조합 간 정합성 문제는 진화적 합리성에 따른 불확실성의 최소화 또는 모호성의 최소화로 개념화하여 접근할 것이 요구된다. 본 연구에서는 퍼지인식도(Fuzzy Cognition Map, FCM)방법을 사용하여 이 같은 불확실성 또는 모호성 하에서의 정책수단의 상호작용을 분석하고자 하였다. 연구를 통한 주요 내용은 다음과 같다. 첫째, 게임콘텐츠산업의 진흥을 위한 성장 기반 조성 시기 정책수단 조합의 특징은 긍정과 부정의 인과관계 혼재와 그로 인한 양극화된 효과이다. 이와 같은 상반된 효과의 공존은 정부의 게임콘텐츠제작을 위한 다양한 지원수단의 효과가 전체 게임콘텐츠산업에 고르게 분배되기 보다는 편중되었기 때문에 나타난 결과이다. 그 결과 정책수단 조합은 국내 게임콘텐츠 산업의 경쟁력을 오히려 약화시키는 효과를 가져왔다. 둘째, 게임콘텐츠산업의 균형 발전을 위한 시기 정책수단 조합은 양극화 해소를 위한 정책수단의 규칙 변화를 가져왔지만 정책 목표에큰 효과를 주지 못했다. 이것은 정책수단의 규칙 변화에 의한 새로운 정책수단 조합의 관계 구조가 기존의 관계 구조에서 큰 변화를 가져오기 못했기 때문이다. 셋째, 게임콘텐츠산업의 도약 발전을 위한 시기 정책수단 조합은 인과관계 구조의 변화로 기존과는 다른 큰 효과를 가져왔다. 이와 같은 변화는 새로운 정책수단이 기존의 정책수단 조합과 상호보완적 관계 구조를 이룸으로써 나타난 효과이다. 끝으로, 학술적 그리고 정책적 함의가 논의된다.
Abstract
Government strives to manage the innovation system of game contents industry using a rangeof policy instruments thereon. Given that an innovation system evolves and a policy is a mix of instruments,it is critical for the game contents policy to ensure that policy instruments are congruentto the innovation system. Using a Fuzzy Cognition Map, the authors identify and analyze the waypolicy instruments interact with each other in the game contents industry innovation system, whichis continuously evolving from the infrastructure stage through the balanced development stage tothe take-off stage. There were interesting findings. First, the policy instrument mix at the infrastructurestage was characterized as a mix of positive and negative causalities and resulting polarizedeffects, thereby ending up with a weakened competitiveness of the game contents industry. Second,the policy instrument mix at the balanced development stage attempted regular change in policyinstrutment for reducing the polarization problems with no significant impact on competitiveness. Third, the mix of policy instruments at the take-off stage had changed cause-and-effect relations andhad big positive impact on competitiveness. This resulted from the introduction of new policy instrumentswhich were complementary to the existing mix of policy instruments. Finally, academicand practical implications of these findings are discussed.
