장애유형 중분류별 기업체 취업근로자의빈곤결정에 영향을 미치는 요인- 신체외부, 감각, 신체내부·정신적장애를 중심으로 -

초록

본 연구는 장애유형 중분류별(신체외부, 감각, 신체내부정신적장애) 기업체 취업근로자의 개인적 특성(인구사회학적, 장애)관련 변수, 건강관련 변수, 가족관련 변수, 소득보장관련 변수, 고용관련 변수가 빈곤결정에 어떠한 영향을 미치는지를 실증적으로 밝히는데 있다. 본 연구를 위해 제8차 장애인고용패널조사(2015년) 원자료(raw data)를 활용하였으며, 본 연구와 직접 관련이 있는 975부를 분석에 사용하였다. 자료처리는 빈도와 백분율, 교차분석(χ2 test), 로지스틱 회귀분석(Logistic Regression Analysis)을 통해 연구문제를 검증하였다. 연구결과, 장애유형 중분류별 빈곤결정에 강하게 영향을 미치는 요인 및 함의점은 다음과 같다. 첫째, 개인적특성변인(인구사회학적, 장애) 중, 연령이 적은 장애근로자일수록 많은 장애근로자에 비해(감각), 미혼(배우자 무)인 장애근로자가 기혼(배우자 유)의 장애근로자에 비해(신체외부) 빈곤에 속할 확률이 높은 것으로 나타났다. 둘째, 건강관련 변인 중, 건강상태로 인해 일에 지장을 받는 장애근로자일수록 지장을 받지 않는 장애근로자에 비해(전체, 감각) 빈곤에처할 확률이 높은 것으로 나타났다. 셋째, 가족관련 변인 중, 장애인 가구원수가 많은 장애근로자일수록 그렇지 않은장애근로자에 비해(전체, 신체외부), 자가를 소유하지 않은 장애근로자일수록 자가를 소유한 장애근로자에 비해(전체) 빈곤에 속할 확률이 높은 것으로 나타났다. 넷째, 소득보장관련 변인 중, 사회보험급여가 적은 장애근로자일수록 사회보험급여가 많은 장애근로자에 비해(전체, 신체외부, 감각), 공적이전급여가 적은 장애근로자가 많은 장애근로자에 비해(전체, 감각) 빈곤에 처할 확률이 높은 것으로 나타났다. 다섯째, 고용관련 변인 중, 임금 등 보상이 적은 장애근로자일수록 많은 장애근로자에 비해(전체, 신체외부, 감각), 1주에 36시간 이상 근로하는 장애근로자(신체외부, 감각)는 18 시간 미만 근로하는 장애근로자에 비해 빈곤에 속할 확률이 낮은 것으로 나타났다. 단, 신체내부정신적장애 근로자의경우, 모든 변수가 빈곤결정 여부에는 강한 영향을 미치지 못하는 것으로 나타났다. 이러한 연구결과 및 함의를 근거로 하여 장애유형 중분류별 기업체 취업근로자의 빈곤문제가 해결될 수 있도록 장애유형별 특성이 반영된 직업재활적 측면의 개입방안을 제언하겠다.

Abstract

The purpose of this study is to empirically identify if personal characteristics(demographics, disabilities) of employees with different types of disabilities in the sub-category(external physical, sensory, internal and mental disorders) such as health-related variables, family-related variables, income-related variables, and employment- related variables make any difference in determining poverty. For this study, I have conducted literary research into some 975 relevant books and materials, including the 8th Panel Investigation on Employment of People with Disabilities(2015) as raw data. Data processing to verify research issues has been conducted with the use of frequency and percentage, cross analysis(χ2 test) and logistic regression analysis. The results of the study have shown a number of factors that strongly influence the poverty determination based on the types of disabilities and implications related to them. First, in terms of age and marital status as part of the personal characteristic variables(demographics, disability), younger disabled employees and single(unmarried) disabled employees are more likely to belong to the poverty segment than older and married disabled employees, respectively(external physical disability). Second, when it comes to the healthrelated variables, employees who are affected by health conditions are more likely to suffer poverty than those who are not(whole, sensory). Third, among the family-related variables, disabled employees with more family members with disabilities and disabled employees who don't own their own homes(whole) are more likely to suffer from poverty than those in other respects. Fourth, among the income security related variables, disabled employees with lower social insurance benefits(whole, external physical, and sensory) and those with lower public transfer income(whole and sensory), are more likely to be subject to poverty that those in contrasting conditions. Fifth, among the employment-related variables, disabled employees receiving less compensations such as wage and those who work for 36 hours or more per week are less likely to belong to poverty that those who receive more compensations(whole, external physical, sensory) and work less than 18 hours per week (external physical, sensory). However, none of the variables are found to affect employees with internal and mental disabilities in determining poverty. Based on the implications and results of this study, I would like to proposean intervention plan from the perspective of occupational rehabilitation,which reflects the characteristics by the type of disorder taken into account, in order to be able to resolve the poverty issue of employees with different types of disabilities.
