본 연구의 목적은 산재근로자의 개인적 특성, 건강상태 및 사업장특성이 이들의 직업복귀기간과 직업복귀 여부에어떠한 영향을 미치는지를 실증분석하고 그에 따른 정책적 시사점을 도출하는 것이다. 산재근로자 직장복귀에 관한선행연구들은 주로 횡단면(cross-section) 자료를 이용했기 때문에 시간의 흐름에 따른 종단적(longitudinal) 직업복귀 변화요인을 분석하는데 한계가 있다. 본 연구에서 원자료는 직업복귀요인의 종단적 영향정도를 알 수 있는 산재패널 제1∼4차 자료(2013∼2016년)를 활용하였고 계량적 분석은 시간변화를 반영한 영향요인 도출을 위해 생존분석의한 방법인 시간의존 Cox 회귀모형을 이용하였다. 분석결과, 원직장복귀의 경우 성별, 연령, 학력, 건강상태, 사고여부, 요양기간, 이전직장 근로기간, 종사상지위 등이 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 기타직장복귀에는 성별, 연령, 학력, 종교유무, 건강상태, 직업훈련횟수, 근로기간, 급여수준, 종사상지위, 노조유무 등이 유의한 영향요인으로 작용했다. 정책적 함의로는 산재근로자의 원활한 직장복귀를 위해 재활과정에서 건강증진 프로그램 강화, 요양기간 적정화, 직업훈련 내실화, 노동조합 역할제고, 그리고 저임금, 임시일용, 소규모사업장 산재근로자의 양질의일자리로의 전환방안 마련 필요성 등을 제시할 수 있다.
Abstract
This study aims to analyse how personal, health and workplace characters affect return to work of injured workers and find policy implications through the analysing results. Panel Survey Data of Occupational Health and Safety Insurance (wave 1~4, 2013~2016) was used to find longitudinal factors of return to work and analysed this data by using Time-dependent Cox regression model. As a result, sex, age, education, health, accident, period of under medical, long-service period, status of working, etc. significantly affect return to original workplace of injured workers. In case of return to the other workplace, sex, age, education, health, religion, vocational training, long-service period, wage, status of working, and labor union were significant affecting variables. These results implies that strengthen of health program, appropriate medical period, reinforcing of vocational training, role of labor union, and transition of peripheral injured workers to more decent job are important to return to work of injured workers.
