Abstract

In 2020, the entire amendment to the Local Autonomy Act of the Ministry of Public Administration and Security established a specific legal basis for introducing a strong regional coalition-type special self-government organization. These regional alliance-type special autonomous organizations have been evaluated as highly effective regional administrative organizations in the metropolitan areas of developed countries. Accordingly, a suitable time is reached to revitalize the metropolitan area administration through the introduction of a metropolitan association type special self-government in the metropolitan administration in the stagnant metropolitan area, and a plan for establishing this is very necessary. In this study, the analytical framework was established through theoretical discussions on regional administrations and regional associations. As a result of the establishment of the analysis framework, the criteria for the introduction of the regional self-governing body were analyzed by ① the purpose of establishment, ② organization, ③ office work, ④ funding. Based on this framework of analysis, the introduction (draft) of the metropolitan area coalition-type special selfgovernment was proposed. First, when it was necessary to jointly handle part of the affairs of the metropolitan area, the metropolitan area coalition-type special self-government organization aimed to establish a metropolitan area coalition type special self-government organization with each local government as a member. Second, the composition of the institution was to form a parliament and suggested that 'a secretariat should be established to support and handle wide area affairs by field so that the executive department can handle the administration.' Third, the office work presented ① regional transportation, ② regional environment, ③ regional disaster prevention, ④ regional tourism ⑤ regional industry, and ⑥ regional medical affairs. Fourth, for the financing, a plan was proposed to construct the financial resources with contributions from the affiliated local government and the support from the central government. In the future, when establishing the scope of work of the metropolitan area coalition-type special self-government like Japan's regional coalition, a plan for proposing the right to demand for state affairs in each field should be reviewed, and an empirical investigation for experts is also needed. In addition, in order to implement the plan for establishing the metropolitan area coalition-type special self-government, a follow-up study is needed that can present objective indicators such as an inspection of the operational status of the metropolitan administrative system and an awareness survey
