본 논문은 유네스코가 새로운 세계유산 범주로 인정한 세계유산 문화경관을 소개하고, 우리나라에서의 문화경관 관광자원화의 가능성을 살펴보고자 시행되었다. 이를 위하여 유네스코가 문화경관을 세계유산의 한 범주로 인정하게 된배경과 그 개념 및 유형을 살펴보았다. 또한 2004년 문화재보호법 개정을 통하여 문화경관을 국가지정문화재의 한 범주로 인정하고 이를 지역관광자원으로 적극 활용하고 있는 일본의 사례를 살펴보았다. 그 결과, 첫째, 세계유산 문화경관은 기존 세계유산 분류에 누락되어 있었던 ‘자연과 인간의 상호작용에 의한 공동작품’을 의미하는 것으로, 그 유형으로는 ‘명확하게 규정된 경관’, ‘유기적으로 진화되어 온 경관(화석경관, 지속경관)’, ‘결합된 문화경관’ 이 있다. 둘째, 우리나라와 일본의 경우, 유네스코 세계유산 문화경관의 제 2 유형의 하나인 ‘지속경관’을 제외한 모든 세계유산 문화경관 유형이 이미 국가지정문화재 유형의 하나인 ‘명승’에 포함되어 있다. 셋째, 일본은 국가지정문화재의 한 유형인명승에 포함되어 있지 않은 ‘지속경관’을 새로운 국가문화재인 ‘문화경관’으로 지정하였다. 반면, 우리나라는 2001년과2007년 문화재보호법의 개정을 통하여 국가문화재인 명승의 지정기준을 계속 확장함으로써 세계유산 문화경관의 모든 유형을 명승에 포함시켰다. 넷째, 우리나라는 세계유산 문화경관의 모든 유형을 포함하고 있는 국가지정문화재의하나인 명승을 적극 홍보하여 지역의 관광자원으로 적극 활용해야 한다. 또한 일본의 세계유산 문화경관 ‘이와미은광과 문화경관’의 관광자원화 활동을 소개함으로써 우리나라 명승의 관광자원화의 시사점을 제시하였다.
Abstract
This study aimed to introduce World Heritage Cultural Landscapes which are recognized by UNESCO as a new category of World Heritage in 1992 and figure out the possibilities as their tourism resources. For these purposes, backgrounds of accepting Cultural Landscapes as World Heritage in UNESCO were presented and concepts and types of World Heritage Cultural Landscapes were investigated. In addition, successful cases of utilizing Cultural Landscapes as tourism resources in Japan, where Japan classified Cultural Landscapes as ones of Cultural Properties by the Cultural Properties Protection Law revised in 2004, were investigated. This investigation showed following four results. First, World Heritage Cultural Landscapes mean 'combined works of nature and humankind' which lacked in the previous classification of World Heritage. They can be classified further as (1) a clearly defined landscape, (2) a organically evolved landscape(a relict (or fossil) landscape, a continuing landscape), (3) an associate cultural landscape'. Second, World Heritage Cultural Landscapes except a continuing landscape were included in 'a place of scenic beauty' which was one of the state-designated heritages in both Korea and Japan. Third, Japan recognized 'a continuing landscape' as a new state-designated heritage called 'important cultural landscape'. Fourth, Korea enlarged the concept of 'a place of scenic beauty' and included 'a continuing landscape' in one of 'a place of scenic beauty'. Also, this study implicated the possibilities of tourismification of 'a place of scenic beauty' through the case of 'Iwami Ginzan Silver Mine and its Cultural Landscape'.
