마을기업의 발전전략과 활동성과와의 관계 연구

마을기업은 지역 주민이 주체가 되어 지역주민과 지역자원을 활용하여 고용창출, 소득증대와 같은 경제적 성과와 지역공동체의 역량을 강화할 목적으로 도입된 제도이다. 그러나 마을기업이 처한 여건과 운영 주체의 의지에 따라 마을기업은 그 지향점을 과정으로서의 공동체 역량강화와 목적으로서의 경제적 성과 창출 중 하나를 선택해야 하는 경우가 일반적이며 이는 오래된 ‘지역사회의 발전’과 ‘지역 내 발전’ 전략 간의 논쟁으로 귀결된다. 본 연구는 각각 다른 전략을 선택하고 장기적으로 수익을 창출하며 운영되고 있는 2개의 농촌 마을기업의 사례를 조사하여 발전전략의 선택이 경제적성과와 지역공동체 강화에 어떻게 영향을 주었는지는 분석하였다. ‘지역 내 발전’을 선택한 곳에서는 소득증대, 고용창출과 같은 경제적 성과가, ‘지역사회의 발전’을 선택한 곳에서는 주민공동체 역량 강화가 마을기업의 주된 성과로 나타날것으로 예상되었다. 그러나 분석 결과, 경제적 성과와 공동체 역량 강화 효과 모두 전자보다는 후자에서 크게 나타났으며 이 이유는 전략의 선택이 마을기업과 주민 간의 밀착도에 큰 영향을 미쳤기 때문인 것으로 분석되었다. 이 결과로부터 ‘지역내 발전’ 전략을 선택한 마을기업의 경우에는 수익적 안정을 확보한 후에는 지역 공동체에 기여할 수 있도록 하는 정책이 필요하다는 시사점이 도출되었다.
Abstract
A community-based enterprise(CBE), a type of social enterprise initiated by local residents, was introduced for both economic purpose such as job creation and income increase and social goal of community capacity enhancement by utilizing local residents and local resources. However, depending on the circumstances of the CBE and the will of the subject, a CBE generally chooses its main goal between community capacity enhancement as a process and economic performance as an objective. And this often results in an old debate between ‘development-of-the-community’ and ‘development-in-the-community’ strategies in the field of regional development theory. This study selected the cases of two rural CBEs that chose different strategies respectively and have created long-term profits, and analyzed how the choice of development strategies affected economic performance and community capacity enhancement. With regard to the main achievements of the CBE, it was expected that, if ‘development-in-the-community’ is selected, economic performance such as income increase and job creation would be more visibly shown, and if ‘development-of-thecommunity’ is chosen, social effects such as community capacity enhancement. However, the study result showed that both economic performance and community capacity enhancement appeared significantly higher in the latter than in the former. The reason for this seems to be that the choice of strategy has a great effect on the closeness between the CBE and the residents. Therefore, the implication is that a policy is needed which can lead the CBE having chosen ‘development-in-thecommunity’ strategy to more contribution to the community after it takes hold in terms of revenue and profit.
