경기도 클러스터 정책과산업단지 고도화 방안 연구

산업단지는 우리나라의 주력 산업을 육성하고 지역 경제의 활성화를 이끄는데 중추적인 역할을 수행해 왔다. 그러나양적인 성장과 노후화라는 한계에 봉착한 산업단지는 한계 산업의 구조 조정이 맞물리면서 산업단지의 경쟁력 강화라는당면과제를 안고 있다. 기존의 성장 패턴은 한계를 드러냈고, R&D역량과 생산이 분리된 단순한 공장이 집적한 산업단지에서 연구개발 능력을 기반으로 한 첨단기술 및 산업혁신 클러스터로 전환이 필요한 시점이다. 경기도 산업단지는 총159개로 전국의 13.73%를 차지하고 있고, 지난 10년간 고용, 생산 및 수출에서 가장 높은 성장세를 보였다. 또한, 경기도의 제조업 고용의 64.9%, 생산 61.8%, 수출 73.7%를 차지하고 있는 만큼 지역경제에서 그 비중이 매우 크다고 할 수 있다. 이에 본 연구에서는 경기도 산업단지의 현황과 클러스터를 분석하고, 지역경제 활성화와 4차 산업혁명에 효과적으로대응하기 위한 산업단지 활성화에 대한 정책적 시사점을 제시하고자 한다.
Abstract
Industrial cluster have fostered major industries in Korea and led the revitalization of the local economy. However, as industrial cluster that have grown in quantity has become obsolete and restructuring of marginal industries has progressed, it has become more important to enhance competitiveness of existing industrial cluster. The existing growth method has reached its limit, and it is required to change to a high-tech industrial innovation cluster based on research and development in a cluster of simple factories where R&D capability and production are separated. Gyeonggi-do industrial cluster covers a total of 159 industrial parks with 13.73% of the national total. Gyeonggi-do is the largest municipality in Korea with the highest rate of growth in employment, production and exports in the last 10 years. The Gyeonggi-do industrial complex was established as a major base for regional economic activation in accordance with the government’s cluster policy, accounting for 64.9% of manufacturing employment, 61.8% of production, and 73.7% of exports in Gyeonggi Province. In this study, we propose policy implications of industrial complexes and innovation clusters in order to revitalize local economy based on Gyeonggi-do industrial complex and respond to the fourth industrial revolution.
