The purpose of this study is to survey the teachers’ perceptions about the under achievers in primary English learning and to suggest some effective plans for solving the problem. The source of data for the study is a delphi-type questionnaire that was administered to 48 experienced teachers concurrently enrolled in a master program of primary English education. The respondents detailed their observations and opinions about the various aspects of under achievers in the elementary English class. Then they were also interviewed and asked for their suggestions and ideas to improve the performance of under achievers. In this paper, I suggest various types of teaching materials and some special program including a mentor-mentee like system to tutor the under achievers. Finally, this paper advocates for a more powerful governmental policy aimed at solving the issue of under achievement in the primary English education.
