Abstract
This study analyzed the effects of local public expenditures and conditional subsidies on the regional economy in cities and counties. As dependent variables, per capita GRDP was used to measure the regional economic level, and the growth rate of per capita GRDP was utilized to measure the regional economic growth. The independent variables were total per capita expenditure, per capita expenditures by field, total per capita subsidies, and per capita subsidies by field. The results of the analysis are as follows. First, total per capita expenditure was found to improve per capita GRDP. Second, in the analysis focusing on cities, per capita expenditure in the fields of public order and safety, social welfare, industrial small and medium-sized enterprises, and national land and regional development, and in the analysis focusing on counties, per capita expenditure in the fields of social welfare and transportation were found to have a positive effect on the regional economic level. Third, total per capita subsidies were found to have no significant relationship with per capita GRDP. Fourth, it was found that the higher the level of social welfare subsidies per capita, the higher the level of the regional economy, but subsidies for other fields were found to have no effect on the level of the regional economy. Fifth, It was found that total per capita expenditure and subsidies were found to have no effect on the growth rate of per capita GRDP. Sixth, in the case of cities, only per capita expenditure in the field of public order and safety was found to improve the regional economic growth, and in the case of counties, per capita expenditure in any field was found to be ineffective. Seventh, it was analyzed that neither per capita subsidies nor sectional subsidies had any effect on the regional economic growth.
