피에 누아르에 대한 역사적 인식을 넓히기 위해서는 1962년 알제리 독립이라는 시대적 구분과 지중해 양안이라는 공간적 분할 통해 이해할 필요가 있다. 1962년 이전 피에 누아르는 알제리에 뿌리내린 유럽계 정주민이자 그 땅의 주인이었다. 유럽을 떠나 북아프리카에 정주한 이주민에게 프랑스 시민권은 인종적 특권을 사회적으로 보장해 주었고, 무슬림 원주민에 대한 지배와 차별을 정당화하는 보루였다. 알제리 독립 이후 알제리에서 쫓겨나 프랑스에 정착해야만 했던 피에 누아르에게 프랑스는 자신들을 배신한 조국이었고, 뿌리뽑혔다가 다시 뿌리내려야 또 다른 정주지였다. 탈식민 과정에서 모국송환정책은 준비되지 않았고, 조국이라는 낯선 땅에서 정착한다는 것은 쉽지 않았다. 유럽에서 알제리로, 알제리에서 다시 프랑스로 2번이나 고향을 떠나야 했던 피에 누아르는 박탈당한 고향에 대한 향수를 간직한 복합적 종족성을 지닌 정체성 집단으로 프랑스 땅에서 새롭게 만들어졌다. 박탈당한 고향에 대한 향수, 전쟁과 탈출의 기억을 간직한 채 피에 누아르는 프랑스 땅에서 본격적인 정체성을 형성하며 거듭났다. 탈식민 시대 프랑스의 기억 전쟁(guerres de mémoires)의 주체로 소환되는 피에 누아르의 역사는 오늘날 프랑스 사회의 기억, 역사, 정치의 문제를 이해하는데 피할 수 없는 과거이다.
Abstract
France was a settler colony in Algeria until 1962. This article provides an overview of settler colonial history in French Algeria ans explains the political and social setting from which the repatriate protagonists in this story emerged and out of which they forged a settler colonial Frencheness. By definition settler societies were historically founded by exogenous migrants whose aim was to establish permanent residence on colonized lands. This desire for permanence inevitably led to the expropriation of land that was already inhabited by a native population. In Algeria the goal of eradication Muslim Algerian presence was never fully attained by the French. Despite the removal of certain restrictions on the acquisition of French citizenship namely the reunciation of religious affiliation and adhesion to Qur’anic customs, political representation for the majority Muslim population remained within limited bounds after 1946. When the Algerian War erupted on November 1, 1954, local militia activity sprouted across the major cities giving rise to homegrown popular movements that rejected what settlers perceived to be the inertia of mainstream political parties.
