Abstract

The emergence of Sui, who unified China, had a great influence on Japan and the three countries on the Korean Peninsula. Goguryeo, which bordered Sui, had alternating friendly and hostile relations, and Baekje and Silla sent envoys to Sui to request the conquest of Goguryeo in order to keep Goguryeo in check. In particular, Baekje actively engaged in diplomacy with Sui, and its basic strategy was to have Sui and Goguryeo fight each other while Baekje focused on the war with Silla. This strategy of Baekje resulted in 3,000 Baekje people being taken prisoner in 607 during an attack by Goguryeo. It is believed that the two countries had temporary contacts surrounding the repatriation of these prisoners, but Goguryeo viewed this as a resumption of relations, while Baekje viewed it as an exploration of relations. The difference in perception between the two countries was expressed in the fact that while the Goguryeo Annals(高句麗本紀) left the record as “Secretly colluding(潛通),” the Baekje Annals(百濟本紀) did not leave any record. Based on its close relationship with Goguryeo, Japan pursued diplomatic relations for the first time in 120 years, sending envoys for the first time in 600 and the second time in 607. In 608, Japan's second diplomatic envoy, together with Sui's envoy Bae Se-cheong(裵世淸), returned home via the southern route of Baekje. At that time, Baekje stole the national letter of state that Emperor of the Sui(隋煬帝) had given to Ono Imoko(小野妹子). Its purpose was to find out the intention of Sui's diplomacy toward Japan and to warn Japan against its friendly policy toward Goguryeo. Meanwhile, since the national letter seized by Baekje contained the content about an ‘official order(訓令)’, the Japanese king dealt with the issue without making it public. This was a desperate measure that took into account the country's prestige and diplomatic relations with Sui, Baekje, and others. However, the relationship between Baekje and Japan remained estranged for a while and was not restored until 630, when Baekje's Crown Prince Uija(義慈) took charge of relations with Japan.
