대학 교양교육으로서 디지털 시민교육(digital citizenship education)의 필요성과 방향

초록

본 연구는 디지털 네이티브를 학습자로 맞이한 대학 교양교육이 실천해야 하는 새로운 형태의 시민교육으로서 디지털 시민교육을 제안하고, 디지털 시민의식에 대한 관점을 조망하였다. 디지털 네이티브들은 온라인에서 많은 시간을 보내고, 디지털 기술을 매개로 정보에 접근하고 자신을 표현하는 세대로, 이들에게 시민의식은 전통적인 형태와는 다소 다른 방식으로 발현되고 있기 때문이다. 선행연구에서 디지털 시민의식의 개념은 두 가지 다른 관점에서 논의되고 있다. 첫 번째 관점은 디지털 매체에 보다 초점을 맞춘 관점으로서, 디지털 미디어의 윤리적 사용이라는 측면에서 디지털 시민의식을 정의한다. 두 번째 관점은 참여적, 실현적 시민의 특성과 보다 밀접한 관련이 있는 견해로, 디지털 시민의식을 온라인을 통해 사회에 참여하는 능력이라고 본다. 이 가운데 대학에서 디지털 시민교육은 두 번째 관점과 같이 디지털 테크놀로지를 기반으로 하되, 고등 사고능력을 포괄하는 보다 본질적인 차원에서 실천되어야 한다. 즉 대학 교양교육으로서 디지털 시민교육의 목표는 기술적 인터넷 활용능력을 기반으로 지역사회 및 글로벌 쟁점에 대해 민감하게 인식하고, 네트워킹의 주체로서 인터넷에서 정치적 이슈에 적극 참여하며, 비판적 관점을 견지하는 실현적 시민을 길러내는 데 두어야 한다. 본 연구는 대학 교양교육으로서 디지털 시민교육에 대한 관심을 촉구하고, 향후 이와 관련한 다양한 실천적, 이론적 논의를 위한 기초자료를 제공하였다는 데 의의가 있다. 본 연구를 기초로 대학 교양교육에서 디지털 시민교육에 대한 실천과 담론이 이어져야 할 것이다.

Abstract

University faces digital natives as learners nowadays. In this situation, this study proposed digital citizenship education as a new form of citizenship education in college-level general education curriculums, and looked at various aspects of digital citizenship. Because digital natives are the generation who spend a lot of time online, accessing information and expressing themselves through digital technology, their citizenship is expressed in a way different from traditional forms. The concept of digital citizenship is discussed from two different perspectives. The first view is a more focused view on digital media, which defines digital citizenship in terms of ethical use of digital media. The second view is more closely related to the characteristics of participatory and actualizing citizens and defines digital citizenship as the ability to participate in society online. In accordance with the second view, digital citizenship education in universities should be taught at a more fundamental level that encompasses higher thinking abilities based on digital technology. In other words, the goal of digital citizenship education as a general education curriculums in universities is to cultivate actualized citizens who are aware of community and global issues based on technical internet ability, who actively participate in political issues on the internet as the 62 ― (제11권 제3호) subject of networking, and who hold a critical point of view. This study is meaningful because it calls attention to digital citizenship education as a part of general education in higher education and provides basic information for various practical and theoretical discussions related to digital citizenship in the future. Based on this study, the practice and discourse of digital citizenship education should be continued in the general education program.
