Abstract

The capital area is engaged in a competitive process to construct cultural content clusters, which include programmes related to the residents’ cultural enjoyment. In addition, the construction of cultural infrastructure is considered a crucial factor in urban regeneration projects. Since the onset of the COVID-19 pandemic, there has been a notable increase in cultural enjoyment at home, while facility-based cultural industries have experienced a decline. At this juncture, it is necessary to empirically verify the association between cultural infrastructure and residents’ cultural enjoyment. To this end, data from the 2019 Seoul Survey, Incheon Metropolitan City Social Survey, and Gyeonggi Social Survey were pooled, and administrative data based on the cities and towns in the capital area were combined. The results of the Multi-level Zero-inflated Negative Binomial Regression demonstrated that those who possess higher cultural capital derive more enjoyment from both high-level and popular culture compared to those who possess less cultural capital, supporting the omnivore thesis. The density of cultural infrastructure facilities is associated with a positive correlation with the availability of cultural enjoyment of residents only in areas where such facilities are scarce. The type of cultural businesses run by local governments is more important than the scale of the cultural budget.
