Abstract

As mutual dependence among the countries of the world increases and the internationalization of the crimes proceeds, the necessity of international cooperation of criminal justice system increases. Each country makes efforts to prevent and control the crimes through mutual cooperation. However, many countries still did not give up the traditional concept of national sovereignty, which causes complicated procedures as well as prohibits them from smooth unconditional cooperation. It is impossible to combat international crimes effectively with such low level of cooperation. It is necessary to prepare efficient, swift cooperation system in order to cope with international crimes such as organized crimes. Still, it is difficult to expect satisfactory cooperation of international criminal justice system between many countries in a short time. It is necessary to build multi-national cooperation system between countries of similar cultural tradition and frequent exchanges. It is essential to modify various national laws and support the international cooperation. And it is highly recommended to expand the role of private security services such as private investigation services in the fields of collecting data and investigation of cyber crime and industrial technology leak, which are rapidly increasing in accordance with intelligence-orientation and globalization. For this purpose, the legal basis and favorable conditions of private investigation industry should be prepared. Private investigation services have more freedom and broader span of various activity being free from legal and institutional restriction. It is anticipated accordingly that multi-nation private investigation industry will take significant part of roles in international investigation cooperation fields.
