최근 베이비 붐 세대들의 퇴직이 사회적으로 많은 관심을 받고 있다. 이에 다양한 분야에서 퇴직자와 퇴직 예정자를 위한 프로그램이 소개되고 있다. 그러나 고령화 현상이 발생하면서 실질적인 노동을 할 수 있는 여력이 있음에도 불구하고 단순히 연령 제한으로 퇴직자들의 능력이 사장되고 있는 실정이다. 이는 퇴직에 대한 사회적 관심이 많음에도 불구하고 사회적·국가적으로 도움을 줄 수 있는 다양한 분야의 퇴직자들에 대한 실질적인 프로그램이 희박하다는데 문제점이 있다. 이러한 점에서 퇴직자에 대한 관리와 지원은 개인적으로나 사회적으로 매우 중요한 의미를 가진다. 한편, 다양한 직업군 중 이 연구에서는 경찰공무원의 퇴직 프로그램의 내용을 중심으로 하고 있다. 경찰 공무원은 퇴직과 관련하여 일반적인 근속정년 외에 계급정년제의 병행으로 인해 다른 공무원 보다 평균 정년이 빠른 특징을 가지고 있다. 퇴직대처 능력도 다른 공무원 보다 상대적으로 떨어지기 마련이다. 따라서 경찰 업무의 특성상 활동적인 역할에서 퇴직으로 인한 비활동적인 역할전환에 따른 충격을 완화하기 위해 경찰 조직과 정부차원의 체계적 지원프로그램이 중요하다. 하지만 적정한 프로그램이 부족한 실정이며, 재취업의 대상도 고위직에 한정되어 있다. 퇴직경찰관 관리․지원 프로그램의 부족은 경찰관들의 사기를 저하시킴은 물론 우수한 인적자원의 낭비라는 결과를 초래하고 있다. 이러한 점에서, 경찰관의 퇴직에 대한 충격을 최소화하고 퇴직 이후의 심리적 안정을 도모하기 위한 퇴직 후 프로그램의 필요성은 매우 필요하다고 하겠다. 따라서 이 연구에서는 현행 경찰관 퇴직 관리프로그램을 분석하여 효과적인 개선방안을 제시하고자 한다.
Abstract
Retirement is not the end of working nor the beginning of leisure time. It is now the beginning of their second life plan. Therefore it became necessary that the employers provide their employees with effective retire management program In Korea, retirement has been accepted as a leisure time of the remained life and it is not thought to be desirable to prepare for retirement while they are still in working. In this situation, retire management has been thought to be an unimportant and private issue. Police are also considering adoption of open-position system or temporary official system and trying to ensure labor flexibility using retirement at request or voluntary retirement. Also, in case of police officers, the retiring age is lower than those of other public officials. In this study, I will overlook retirement programs in other organization, and complare those with retire management program of police. Also, I will study what is the current problem the police retire management has, and how the successes of other retirement programs can give implications for police retire management.
