CCTV에 관한 많은 연구들이 진행되어왔으나, 선행연구들은 대체로 CCTV 기능(범죄예방효과, 범죄두려움 감소 등)의 효과성에 중점을 두어왔다. 이에 본 연구는 공공안전과 사생활 보호라는 거대담론을 바탕으로 CCTV의 선호도에 영향을 미치는 요인에 대한 실증적 연구를 진행하였다. 연구 모형은 사회해체이론의 중요한 변수인 지역사회 황폐화, 사회적 자본, 집단효율성, 그리고 범죄예방이론에서 중요한 변수인 범죄피해에 대한 두려움 등을 포함하였다. 또한, 개인의 특징 중 경찰에 대한 태도를 포함하여, 개인적 특징, 형사사법기관에 대한 인식, 지역사회의 특징들이 포함되었다. 각 변수들간의 역학관계를 파악하기 위하여 본 연구는 구조방정식을 활용하였으며, 분석에 사용된 데이터는 2014년 경상북도 K도시의 경찰서 관할 지역에서 실시된 실험연구의 2차 데이터를 활용하였다(n=365). 상관관계 분석 결과, CCTV 선호도와 유의미한 관계를 갖는 변수는 경찰에 대한 태도, 사회적 자본, 집단효율성, 인지적 두려움 등으로 나타났으나, 회귀분석 결과, CCTV 선호도에 영향을 미치는 요인은 경찰에 대한 태도로 나타났다. 이러한 결과는 경찰에 대한 태도 변수가 다른 요인들의영향을 흡수하기 때문인 것으로 분석되었다. 변수들간의 역학관계를 분석하기 위한경로분석 결과, 본 연구는 다음과 같은 결과를 도출하였다. 첫째, 지역황폐화는 감정적 두려움에 영향을 미치고, 이는 인지적 두려움에 영향을 미치며, 궁극적으로 경찰에 대한 태도를 변화시켜 CCTV 선호도에 영향을 미치는 것으로 나타났다. 둘째, 지역황폐화는 사회적 자본을 감소시켜 집단효율성을 약화시키고, 이 두 변수는 경찰에대한 태도에 영향을 미쳐 CCTV 선호도에 영향을 미치는 것으로 나타났다. 결과를바탕으로 정책적 함의를 도출하고 제언하였다.
Abstract
Numerous studies have investigated effects of CCTV, such as crime prevention and reduction in fear of crime. However, it is rare to find studies empirically investigating what factors affect personal preference to either public safety (i.e., CCTV installation) or privacy. This study, based on social disorganization and fear of crime discussion, developed a structural equation model and attempted to identify dynamics among personal and community-level factors. Personal factors include attitude toward police, fear of crime(emotional and cognitive fear of crime). Community-level factors include community decay, social capital, and collective efficacy. A secondary data set, originally collected from an experimental study conducted in North Kyungsang Province 2014 (n=365). A bivariate correlations analysis results showed that attitude toward police, social capital, collective efficay, and cognitive fear were significantly related to preference to CCTV installation. However, a multivariate OLS regression analysis showed that the attitude toward the police alone significantly influenced the preference to CCTV variable. To investigate dynamics among the variables, SEM was utilized and the results showed that 1) community decay affected emotional fear, cognitive fear, and then indirectly affected attitude toward police and then preference to CCTV, and 2) community decay directly reduced social capital, and indirectly collective efficacy. Both social capital and collective efficacy affected attitude toward police and in turn preference to CCTV. Based on findings, policy implications have been discussed.
