수형자가족은 가정의 해체, 빈곤, 자녀양육의 실패, 사회적 낙인 등 다양한 문제와 어려움을겪는다. 그런데 수형기간 동안 가족과 빈번한 접촉을 한 수형자들이 그렇지 않은 경우 보다출소 후 더 많은 수입을 얻으며, 재범률도 낮은 것으로 나타났다. 따라서 수형자가족을 지원하는 것은 수형자가 출소 후 가족을 찾아 안정된 생활을 유지하고, 재범을 억제하는 지지대 역할을 한다는 점에서 매우 중요한 의미가 있다. 이 연구의 목적은 영국, 미국, 호주의 수형자가정의 지원제도를 분석하여 향후 한국의 관련 정책의 개선 및 도입모델의 방향을 제시하는데있다. 첫째, 교정본부 산하 별도의 수형자가족부서 신설 및 예산확보를 제안한다. 교정본부 산하에수형자가족 지원부서를 설치하여 전반적인 수형자가족 지원정책을 총괄하며, 또한 별도의 수형자가족 지원예산을 확보하여야 한다. 둘째, 교정당국의 적극적인 수형자가족 지원정책 개발을제안한다. 워싱턴주 교정국의 경우처럼 수형자가족 지원부서는 수형자가족 지원 각종 정책을개발하고, 필요한 예산전략을 수립하는 등 전반적인 수형자가족 지원정책 운영의 컨트롤타워역할을 하여야 한다. 셋째, 민간영역의 수형자가정 지원단체 및 자원봉사자 활동 체계화를 제안한다. 영국과 호주와 같이 교정당국이 기본적인 틀을 제시하고, 민간단체가 그 틀을 바탕으로 수형자가족 서비스를 행할 수 있도록 협약을 맺고, 일정부분 그 운영비를 지원하는 방식을도입할 수 있다. 넷째, 교정행정의 개방화가 필요하다. 민간단체와 파트너십 관계를 유지하면서수형자면담 및 전화, 그리고 가족의 날 행사 등을 진행하는 등 교정행정이 필요하다. 다섯째,정부는 수형자가족의 자립을 지원하여야 한다. 교정당국은 민간단체 및 기업, 그리고 자원봉사자들과의 연계하여 수형자가족에 대한 직업훈련 및 구직구인마켓 운영 등으로 수형자가족의 경제적인 안정을 지원하여야 한다.
Abstract
The purpose of this study is provide prisoner family support model in the future of Korea get ideas from policies of UK, USA, Australia. There are so many difficulties to prisoner families as poverty, children care problem,social discrimination. Besides prisoner families suffer from inmate care visiting travel expenses to prison, penal fine and snack cost, etc.-. There is not private supporting groups for prisoner families in Korea. All most supporting to prisoner families is proceeded by correctional government. And that is very limited. So I want to propose a few ideas related supporting for inmate families. First, the government have to organize prisoners families supporting bureau in the corrections headquarters. Second, the government have to develop inmate family support policy and funds. Third, the government should be make guide line for civilian inmate family support group. Fourth, the government should be consist partnership with civilian inmate family support group. Fifth, the government should be support economic independence for prisoners family as job training, operating labor market. The support for prisoners families is important to recidivism prevention of criminals and social welfare of inmate families. Furthermore, it is valuable in terms of integrating the community society.
