본 논문에서는 한국법무보호복지공단에서 수행하는 가족지원관련사업으로 주거지원사업, 합동결혼식 등을 간략히 소개함과 더불어, 법무보호가족교육원의 가족희망사업을 주로 설명하였다. 가족교육원은 기본적으로 보호대상자 및 가족을 심리치료 관점에 기반하여 다양하고 긍정적인 가족활동 경험을 통해 안정적이고 건강한 가족관계를 회복할 수 있도록 통합적인 가족희망사업을 추진하는 것을 목적으로 2014년 설치되었으며, 가족심리상담프로그램 가족친화프로그램 등을 주로 수행하고 있다. 본 연구에서는 우리나라에서 시행하고 있는 가족지원사업의 문제점으로, 시설내와 사회내가 분절적으로 운영되고 있는 점, 프로그램의 수행이 그 효과가 과학적으로 검증된 것이 아닌 실험적이고 단기적ㆍ비표준화된 방식으로 이루어지고 있다는 점을 지적하였고, 더불어 가족지원사업의 전담인력이 부족하며 지역사회의 적극적 협력과 관심이 부족하다고 진단하였다. 이에 대한 해결방안으로 먼저 제도운영상, 교정기관과 공단의 정보공유의 강화, 교정본부와 범죄예방정책국의 출소자지원사업의 통일적, 연속적 사업을 위한 정책연계가 본격적으로 시행되어야 한다고 주장하였다. 또한, 출소자 지원사업이 수혜자의 재범을 차단하는 실질적 효과를 증명하고 출소자의 책임성 및 동기의 변화를 유도할 수 있는 프로그램이 되도록 증거기반의 프로그램의 도입과 시행을 공식화해야 된다고 하였다. 더불어, 정책 미집행으로 인한 고비용 지출에 대한 인식제고와 선순환적 예방투자를 시행하는 정책적 결단이 필요하다고 서술하였다. 또한 출소자에 대한 부정적이고 배척적인 인식을 극복하고 범죄자의 지역사회재통합이 안전한 지역사회를 구축하는데 효과적이라는 점에 대한 국민적 공감대가 확보되도록 노력하여야 한다는 점과, 사업실시상에 있어서는 복합적인 출소자 가족의 욕구를 해소하기 위해 연계된 서비스를 제공하고 지역별로 서비스제공을 위한 거점을 마련할 것을 촉구하였다.
Abstract
Family support services for the post-release prisoner which the Korea Rehabilitation Agency perform are housing, joint wedding services and ‘family-hope services’ of the Korea Rehabilitation Agency’s Family Resilience Center. In this report, I introduced mainly the family-hope services Family Resilience Center was built to promote integrated family-support services for restoring secure and healthy family relations through various and positive family-activity-experiences based on the view of psychotherapy in 2014. It mainly undertakes family counseling program and family-relationship-enhancement program This report pointed out that family support services performed in South korea is operated isolatedly between pre-release and post-release phase. In addition, programs are not conducted with hard-evidence method and it carried out mostly with short-term period and in a nonstandardized way. Also, there are short of dedicated staffs. Lastly, there are lack of interest of local community and public-private co-operation. As a solution of this problem, I suggested that we need strengthening of information sharing between the prison and the rehabilitation agency in the community. Also, it needs that co-operation of integrative and consistent offender rehabilitation policies between the Korea Correctional Service and the Crime Prevention Policy Bureau. Also, we should formalize adoption and fulfillment of evidence-based policy and practice which can reduce recidivism, boost the criminal’s responsibility and induce their change of motivation. Important policy decision need to be made to realize the ‘cost of inaction’ of necessary policy and to start ‘front-end investment’ for reducing the recidivism effectively. We also have to make an effort to procure people’s bond of sympathy toward that offender need to be reintegrated into the his community for more safe society in company with overcoming negative understanding about the offenders. Finally, we should give connected services to resolve multiple offender’s needs and to arrange regional service center.
