이 연구는 정보통신기술의 발달로 인해 치안환경이 변화되고 있는 시점에서 미국에서 새롭게 대두된 경찰활동인 SMART policing의 활용사례를 통한 국내 적용방안에 대해 고찰하는 것을 목적으로 한다. 현대 사회에서 정보통신기술의 급속한 발달은 범죄로부터 국민들의 생명과신체를 보호해야만 하는 치안환경의 변화를 야기시켰다. 치안환경의 안전은 국민의 안전과 직결되어 있고 삶의 질을 결정하는 중요한 요인이기 때문에 정부 3.0시대에 빠르게 변화하는 치안환경에 대해 경찰의 명확한 역할정립과 미래대응역량 확보가 그 어느 때보다 중요하다. 과거 우리나라는 경제발전에 초점을 맞추어 민주화와 인권향상 보다는 경제적 이익창출에전념하였고 그 결과, 법과 제도적 규범이 현대사회의 급격한 사회변화를 따라가지 못하게 되어국민의 치안서비스 요구에 효과적으로 대응하지 못하는 문제가 도출되었다. 하지만 급변하는치안환경속에서 정보통신기술이 경찰활동 영역에서도 상당부분 도입・활용되고 있으며, 그 필요성 또한 시간이 흐를수록 불가결한 요소의 역할로서 요구받게 되었다. 이러한 치안환경 변화에 따라 경찰활동과 신기술 및 연구기관의 연계가 필요하게 되었다. 이러한 요구를 반영하듯 첨단장비를 활용한 경찰활동이 경찰기관의 모든 영역에서 활용할 계획에 있으며, 새로운 치안환경 변화에 적절히 대응하기 위한 치안시스템 정비나 과학수사의 전문성 강화와 중장기적인 치안정책의 기능 강화를 동시에 고려되고 있다. 이에 이 연구에서는급변하는 치안환경의 변화 속에서 새로운 대안으로 제시되고 있는 미국의 SMART Policing의활용사례를 제시하고 국내의 적용방안을 제시하였다. 국내의 구체적인 적용방안으로는 첫째,스마트모바일을 활용한 Crime Mapping을 둘째, Ubiquitous Computing을 활용한 범죄예방을셋째, 경찰기능별 SMART Policing 적용방안이다. SMART policing의 국내 적용을 통해 급변하는 치안환경에 변화에 적절히 대응할 수 있는 경찰활동을 전개해 나갈 수 있을 것이다.
Abstract
This study is aim to search for appeared SMART policing practices in America at a time that change security environment because of development of information communication technology. And SMART policing applied in Korea through SMART policing practices In modern society, the rapid development of ICT changed security environment that protected life and body of people from crime. Safety of security environment have importance in way that it decided to safety and quality of life for the people. So, In governance 3.0 time, mission of police have importance of specific thesis of role and prospects and strategies in future about security safety. In past, Korea was committed to the creation of economic interests rather than democratization and improvement of human rights. As a result,Laws and institutional norms of modern society has been able to keep up with rapid social change. In addition, They did not respond effectively to security service needs of the people. However, state-of-the-art information and communication technologies a large part has been used in the area of policing and theire needs consistently required. Policing will be utilized to state-of-the-art equipment in all areas of the law enforcement agencies as if providing demand for change of security environment. And they counteract new change of security environment through maintenance of security system and strength of speciality for scientific investigation and medium-and long-term security policy. For counteracting change of security environment, policing are used to Smart technology and state-of-the- art equipment under the name of SMART policing. National application plan of SMART policing have four factor. First, It’s Crime mapping on Smart mobile. Second, It’s crime preventioin of Ubiquitous Computing. Third, application plan of SMART policing in police’s function. National application plan of SMART policing proceed with policing that applied action in change of security environment.
