CCTV 통합관제센터의 운영성과 및개선 방안– 구미시를 중심으로 -

Abstract

The police see a real effect on apprehension through CCTV footage acquired from integrated CCTV control center established on the basis of the collaboration project with each local government through countermeasure for recently increased social unrest. Some even say that the ability to analyze CCTV data is the investigatory power. However, there are widespread criticisms of CCTV that has caused prevention and reduction of crimes such as the request for efficient measures against budget and maintenance fees for CCTV, invasion of privacy and imbalance of security services due to the different level of self-reliance ratio of local governments which influences the number of installation of CCTV for surveillance and differences in functionality. In addition, the safety needs from citizens would not be satisfied: there are still some local governments where the integrated control center has not been opened whereas some operate it through individual management which causes lack of the general control tower role; the police is not likely to conform immediately to the crimes which are getting more broadened and mobilized; and the CCTV for surveillance installed at the introduction stage which have not been replaced due to some reasons such as insufficient budget cause the failure of preliminary investigation with date recorded in low resolution. This study intends to analyze present actual problems of the integrated CCTV control center in Gumi-si, Gyeongbuk-do on the basis of their operational performance and case analysis and to seek for the direction of future improvement of the integrated CCTV control centers nationwide. As a result of the analysis mentioned above through the integrated CCTV control center in Gumi-si, a number of issues came out: separation of integrated control center and 112 command office, necessity of integration of systems with dispersed functions, and unstable employment for monitoring staff and lack of professionalism due to their ageing. Therefore, this study suggests, as future improvement plans, operation of actual integrated control center, development of functions for investigating utilization by CCTV, active use of BIG DATA, promotion of building the 'smart city' through cutting- edge technologies, enhancement of scientific security by using HOT SPOT, necessity of granting incentives for the staff in the centers and opening educational programs for them, opening workshops for interested parties in the integrated CCTV control center and trial performance for cutting-edge technologies.
