방범용 CCTV의 기술·운영·정책적 측면의 개선방안에 관한 연구

이 연구에서는 다양한 CCTV의 운영적․기술적․정책적 측면의 개선사항에 대한 실증 분석을 하였다. 이를 위해 전국의 지방경찰청, 경찰서에서 운영 중인 방범용 CCTV의 운영현황, 실적을 살펴보았으며, 방범용 CCTV를 실제 관리 및 활용하는 경찰실무자, 통합관제센터의 모니터요원 200명을 대상으로 2013년 6월 28일부터 7월 28일까지 설문조사를 실시하였다. 연구결과를 요약하면 다음과 같다. 기술적 측면의 개선요청 사항으로는 실시간 자료제공에 근접할 수 있는 전송속도의 개선, 고화질 CCTV 카메라, 저장장치의 확보, CCTV의 통합연계 및 이를 위한 기술적 표준화, 실시간 알람과 저장, 검색이 가능한 통합방범시스템의 도입방안이 요청되었다. 운영․정책적 측면의 개선요청 사항으로는 모니터링 요원 확보 및 모니터링 활성화, 방범용 CCTV의 전문 설치 및 유지, 보수업체의 선정기준의 마련, CCTV의 데이터에 대한 인증제 도입, 기존의 CCTV와 새로 설치될 CCTV 간 연동과 연동이 가능하도록 업체 선정 기준 마련, CCTV에 관한 예산 편성 및 설치를 위한 관리 및 운영 주체의 통일, 지방경찰청 단위의 업무연계통합을 위한 컨트롤 타워 필요, 통합관제센터와 경찰서간 지리적 근접 또는 경찰서 내 구축이 요청되었다. 따라서 실제 경찰에서 활용중인 CCTV의 성과를 더욱 높이기 위해서는 기술적인 발전을 통해 실제 범죄예방 및 범죄통제분야에 적용시키고, 이를 지원하는 운용체제와 시스템을 정비, 발전시키면서 중장기적인 안목으로 접근해야할 필요성이 대두된다.
Abstract
This research provides a variety of room types and use of general-purpose CCTV around the business efficiency and availability, current status and technical issues of the CCTV, CCTV's operational status and issues (CCTV integrated control center) for the empirical analysis. To this end, the nation's provincial police agency, Police Department in operating room, looked at the performance of the operating status of the universal CCTV and take advantage of the physical management and universal police practitioners, an integrated control center monitor agent on June 28, 2013 target 200 people from July 28th to conduct a survey. Summary the study is as follows. First, increase the efficiency of the police, policing services for universal CCTV is a positive influence, but on the other hand, the integration of the technical issues, of the CCTV control centre with the Castle, because of the efficiency of the administrative issues and give a negative impact on the business. Next, the characteristics of the technical aspects of the universal cctv room for analysis, taken on the technical aspects of the CCTV building weeks enough to one, to shoot at night--a technical issue. Finally, the CCTV integrated control center related topics for analysis, integrated control system monitors the agent's needs and this is part of our commitment to be a positive assessment, the installation of the integrated control center in the station appeared to be necessary.
