자치경찰에 관한 논의는 국가의 치안서비스 제공시스템을 보다 세분화하여 ‘자치분권’이라는 헌법적 가치가 우리의 삶의 공동체에 보다 가까이 다가갈 수 있도록 하기 위함이다. 지금 그냥 이대로도 만족스러운 수준인 세계적 치안강국임에도 불구하고 이렇게 새로운 제도적 변화를 모색하는 것은, 일면 국가주의와 세계주의의 편향적가치의 이면에서 소외되었던 시민공동체의 치안니즈에 보다 부합하게하고 경찰정책의우선순위를 시민의 눈높이에서 결정하도록 하는 제도적 장치를 마련하여야 한다는시대적 필요성 때문이다. 서울시는 이번 자치경찰제를 시범실시하게 됨으로써 지역특성에 맞는 적합한 치안서비스를 제공하고, 지방정부의 종합행정을 실현하며, 지역치안을 개선하고 동시에국가의 치안역량을 보다 강화하여 궁극적으로는 지방분권을 완성한다는데 그 의의가있다. 이 논문은 서울시의 치안여건을 분석하고 이를 근거로 서울시에 최적의 자치경찰제 도입방안을 제시하는데 그 목적이 있다. 이 연구에서는 ‘광역자치경찰제’ 내용을 서울시 자치경찰제의 뼈대로 삼고, 자치경찰을 시행 중인 제주특별자치도의 사례 분석을 토대로 서울특별시의 환경과 여건에맞는 가장 현실적이고 합리적인 자치경찰제의 세부 도입방안을 제시하고자 한다. 특히, 서울특별시 광역 단위 자치경찰제 시행을 위한 사무, 권한, 인력, 조직, 예산 등의 구체적 실무 운영방안을 제시하고 실무적으로 활용 가능한 조직・인력, 인사・신분, 사무배분, 정치적 중립장치, 재정지원 및 시설・장비운영, 단계적 도입지원 방안등 정부안에 대한 서울시의 구체적인 도입 및 운영방안을 수립하고자 하였다.
Abstract
Discussions on autonomous police are designed to further refine the nation's security service provision system so that the constitutional value of "autonomous decentralization" can come closer to the community of our lives. Despite being a world-class security powerhouse just as satisfying as it is now, seeking such a new institutional change is due to the need to come up with an institutional mechanism to better meet the security needs of the civic community, which has been sidelined behind the biased values of nationalism and cosmopolitanism, and to prioritize police policies at the level of citizens' eyes. The Seoul Metropolitan Government will test-run the self-governing police system, which will serve as a base for other metropolitan cities and provinces. At the same time, it is meaningful to provide appropriate security services suitable for regional characteristics, realize comprehensive administration of local governments, improve regional security, and at the same time strengthen the nation's security capabilities to ultimately complete decentralization. The purpose of this paper is to analyze the security conditions of the Seoul Metropolitan Government and to present the best self-governing police system to the Seoul Metropolitan Government based on this. Based on the analysis of the case of Jeju Special Self-Governing Province, which is implementing the Self-Governing Police System, the research aims to present detailed measures to introduce the most realistic and reasonable self-governing police system suitable for the environment and conditions of the Seoul Metropolitan Government. In particular, the Seoul Metropolitan Government intended to present detailed operational plans for the implementation of the Seoul Metropolitan Government's autonomous police system, including the implementation of the Seoul Metropolitan Government's regional autonomous police system, and to establish detailed measures for the introduction and operation of government proposals, including the organization, personnel, status, office allocation, political neutrality, financial support and facility and equipment operation, and step-by-step implementation support measures.
