초·중등영어교사 양성기관의 원어민 강사 활용 정책에 대한 효과성 분석을 위한 평가 지표 설정의 방향

본 연구의 목적은 1999년부터 2012년까지 14년간 시행된 원어민 영어강사 지원사업의 효과성을 제대로 검증할 수 있는 평가지표를 설정하는 데에 있다. 이러한 목적을 달성하기 위해, 원어민 영어 강사 지원 사업의 현황을 원어민 영어강사 배치 현황뿐만 아니라 원어민 영어 강사의 성별, 학력별, 연령별, 국적별 분포 등으로 세분하여 살펴보고, 아울러 원어민 영어강사 관리 현황, 계약기간, 담당과목 및 운영현황 등을 제시하였다. 구체적으로 살펴보면, 원어민 강사 지원 사업의 목표 달성 정도를 평가할 수 있는 지표를 어떻게 설정하는 것이 좋은지를 재학생 영어구사능력 향상도 평가지표, 재학생 영어수업능력 향상도 평가지표, 원어민 강사 강의 만족도 평가지표 등으로 나누어 제안하였다. 또한, 대학의 자율적인 영어교육 여건을 개선하는 평가지표를 설정하기 위해, 원어민 영어강사 담당 과목의 학급당 수강학생수, 교육과정의 다양성 및 적절성 확보, 정규수업 외 수업에서 원어민 강사 활용도 등을 고려하여 지표를 제안하였다. 아울러 원어민 관리의 공정성 및 효율성을 평가하기 위해, 원어민 임용의 공정성, 원어민 활용, 지원 및 복무 관리의 효율성, 원어민 관리자와 원어민 간 협력 정도성 등에 대한 평가지표를 제안하였다. 향후 본 연구에서 제안한 다양한 평가지표들을 활용하여 전국의 교․사대 원어민 강사 지원사업의 효율성을 체계적으로 분석한 후, 원어민 강사 지원 사업을 지속적으로 지원할 수 있는 방안이 마련됨으로써 예비 영어교사가 영어교사로서 전문성을 갖출 수 있는 여건이 갖춰질 필요가 있다.
Abstract
A native English teacher policy has been implemented in nationally-sponsored colleges since 2008 in oder for pre-service English teachers to improve practical English proficiency and instructional skills. The purpose of this research was to set up assessment indicators for analysing the effectiveness of the native English teacher policy of Korea English Teacher training institutes. To accomplish the purpose, the distribution of gender, age, and nationality of the native English teachers who participated in the project were analysed respectively. Drawing on the findings, assessment indicators such as English communicative competence of pre-service teachers, their English teaching practice and skills, the effectiveness and satisfaction of native teachers’ classes from pre-service teachers’, professors’, and administrators’ points of view, and managing native English teachers considering several difficulties(office hour, contract, unstable rehiring, excessive regulation, etc) were suggested to optimize the use of native English teacher policy for nation-run English teacher training institutes.
