우리나라 영어교육 관련 과거 정책 분석과 평가

본 연구는 지난 20년간 한국의 주요 영어교육 정책의 실행 현황을 분석하고 과거 대통령 후보자들의 선거 공약의 결과를 점검하는 것이 목적이다. 과거 주요 정책은 관련 연구 문헌 검토를 통하여 분석하였으며. 대통령 후보의 정책은 공개 연설 및 본 연구자가 실행한 설문의 응답을 기초로 분석하였다. 분석 결과 영어 마을 프로그램, 국가 영어 능력 평가 시험 관련 정책은 시행 중단되었으며, 수준별 수업 및 원어민 교사 운영의 시행은 미약한 상태임을 알 수 있었다. 대학 수학 능력 시험의 영어 절대 평가는 여전히 시행되고 있었다. 우리나라의 영어교육 변화에 영향을 준 정책은 선출된 대통령에 의해 제시되었음을 현시점에서 파악할 수 있었다. 이러한 결과들을 바탕으로 우리나라의 영어교육 발달을 위하여서는 관련 학자나 교사들이 정책의 영향력에 주목해야 하며 필요시 변화를 주도해야 한다는 것을 제언한다.
Abstract
This study has dual purposes. The first one is to describe the success and failure of the main English language education policies in Korea for the past twenty years. The second is to evaluate the effects of the policies proposed by the 2007 presidential election candidates. The success or failure of particular policy is analyzed by reviewing published papers, the president candidates' public speeches and a questionnaire survey inquiring about their policies. The analysis of the policies reveals that the impact of the English village program, the National English Ability Test (NEAT), the teacher education program of the English Program in Korea (EPIK) and differentiated-level classes has diminished. The policy on the criterion-referenced College Scholastic Ability Test (CSAT) is still influential. Among the policies proposed by the candidates, the policies presented by the elected president actually affected English education in Korea. On the basis of the analysis, it is suggested that the scholars and practitioners in ELT in Korea should keep an eye on the potential effects of polices for the betterment of English education.
