The government-centered text book publishing system has some positive aspects, such as control of educational quality, common-content oriented education, and etc. However, it also has many negative side effects too, such as a lack of creativity, parochialism, exclusiveness and etc. The main purpose of this study is to investigate schemes of improving music textbook for elementary school children. Through the review of related literature and studies, the researcher has confirmed the importance of music textbook in korean elementary school music education practice. The needs for improving the publishing system and the quality of music textbook have pointed out. In order to grasp ideas for improving those shortcomings, music textbook in the U.S. entitled 'Music and You' and that of Japan entitled 'Music 3' are chosen for reviewing. Major findings of reviewing these two textbooks are as follows: 1) The U.S. employs free publishing system for publishing textbooks, music textbook is no exception, 2) Japan employs an official approval system by the ministry of education for publishing textbooks, 3) Both 'Music and You' and 'Music 3' adopted the subject matter system for organizing principle of educational contents, 4) 'Music and You' employs a more comprehensive approach for teaching the subject matter, where as, the 'Music 3' uses musical concepts-centered subject (i.e., form, rhythm and etc) as a theme of subject, 5) The size and external form of the 'Music and You' is hard covered and regal sized, where as the 'Music 3' is a paperback with the A4 size, 6) A notable feature of the reviewed textbooks are the use of various teaching materials such as, CD, CD Rom title, pictures, graphics, texts, and icons. Based on those findings, the researcher made the following suggestions: 1) For further improvement of elementary school music textbook, the publishing system should be changed from the MOE & HRS authorship system to an official approval system and eventually should move to free publishing system, 2) The concept of music textbook should be broadened to include electronic book, sound sources, and multimedia materials and the format of the textbook must be left to the author's professional judgement, 3) In order to encourage the publication of various types of music textbook for elementary school, a minimum rule for an official approval program must be granted, 4) The authors of music textbook must understand the meaning of national music curriculum thoroughly and implement the core of the national music curriculum in their textbooks with considering the level and age of their respective students, 5) The national music curriculum must be considered as the most important source of music education contents in elementary school, and the principle of organizing the contents must be based on the concept of music as a subject matter, 6) The future elementary school music textbook should be regarded not only as a music education source but also a major source of culture arts education, and finally 7) The format and appearance of the future elementary music textbook should coincide with the characteristics of music as subject matter.
