본 연구는 2025년 고교학점제의 전면 실행에 따른 음악과 교육과정 운영을 모색하기 위하여 지역거점 음악 교육기관을 중심으로 하는 협력적 교육과정 운영 방안을 탐구하였다. 연구방법은 고교학점제 관련 연구 문헌들을 수집하고 내용을 분석하여 교육부의 고교학점제 정책 내용과 실행 방향을 조사하였으며, 아울러 독일과 미국의 지역 공동체 음악교육 제도와 운영 방법을 탐색하였다. 연구결과 고교학점제는 학교 교육을 통해 학생 자신의 적성을 발견하고 그에 따른 진로 선택의 기회를 견고히 하는 학생 중심 교육 제도로서 학교의 책임교육 범위와 역할을 구체화하여 미래 사회가 요구하는 인재를양성하고 학생 개인의 발전을 지원하는 실천적 교육 제도라 하겠다. 이에 따라 음악 교과 교육은 다수의 학생을 대상으로 하는 학교 음악 교육과정과 학생 개별 선택에 의한 지역 음악교육기관 간의 상호협력적 음악 교육과정과 프로그램 구성하여 학생들의 선택적 음악 학습의 기회를 제공하는 변화가 요구된다. 고교학점제에 따른 지역중심 음악과 교육과정 운영은 학생들의 요구에 따른 선택적 음악 교과개설과 교육과정 구성의 자율성과 자치성 보장이 요구되며, 학교와 지역 음악교육기관의 협력적 운영을 위한 학교 교원과 직원의 인력 충원과 역할의 재편성이 요구된다. 또한 비영리 공공 음악교육기관구성과 지역 음악지도자 인력풀 구축이 요구되며, 지역 교사 협의체의 구성으로 지역 공동 음악 교과선정 및 운영과 온라인 프로그램을 운영하기 위한 음악 교사 협력 체제가 필요하다. 이를 위한 지역거점 음악교육기관은 지역의 초, 중, 고 학교들과 연계한 자율적이고 확산적인 음악 교육을 실시하고지역의 음악 인재를 중심으로 음악 지도자를 구성하여 지역의 일자리 마련과 순환적 지역 인재 육성이이어지도록 해야 한다. 이러한 학교와 지역 음악교육기관의 상호 협력적 관계 구축을 바탕으로 지속적인 음악 교육의 기틀을 마련하여 고교학점제 운영에 따른 지역중심의 음악과 교육과정 운영이 이루어지도록 한다.
Abstract
This study explored the cooperative music curriculum operation centered on regional musiceducation institutions to find the operation plan for the music and curriculum according to the fullimplementation of the high school credit system in 2025. The study looked at the research literaturerelated to the high school credit system, investigated the policy direction for implementing the highschool credit system by the Ministry of Education, and explored the music education system andoperation contents of the local community in Germany the United States. Research results: The highschool credit system is a student-centered education system that discovers students' aptitudes throughschool education and solidifies career options accordingly. Therefore, music education is designed toensure students' selective learning opportunities through the school music curriculum for manystudents and the cooperative music curriculum composition and program operation of local musiceducation institutions according to individual student selection. The operation of the regional-orientedmusic curriculum according to the high school credit system requires the establishment of musiccourses according to the needs of students and guaranteeing autonomy and autonomy in thecomposition of the curriculum, and recruiting school teachers and staff for cooperative work betweenschools and local music education institutions. and need to be reorganized. The establishment of anon-profit public music education institution structure and the establishment of a pool for musicinstructors centered on local talent are required, and a music teacher council is formed to select ajointly operated music subject by forming a local teacher council and operating an online programwith a local music education institution. Based on the mutual cooperative relationship betweenschools and local music education institutions, and regional-oriented music and educational coursesare operated according to the operation of the high school credit system.
