Abstract
This study explored parental support needs concerning the Neulbom School policy, implemented in 2024 for first-grade elementary school students, with a focus on the differences based on mothers’ employment status. A survey was conducted of 141 parents of first-grade students from elementary schools in Seoul, Gyeongbuk, and Daegu who participated in the Neulbom School program during the first semester of 2024. The questionnaire was developed through a literature and policy review, expert validity verification, and focus group interviews with parents with children in the Neulbom School program were conducted. Data collection was done through a survey conducted from August 5 to 16, 2024, and frequency analysis and descriptive statistical analysis were conducted using SPSS 20.0. Additionally, chi-square test and independent-samples t-test were performed to assess differences in response based on the mothers’ employment status. The results indicated that working mothers of first-grade students attending the Neulbom School program were significantly more likely to rely on private academies and other extracurricular institutions for after-school care. They also preferred to enroll their children in Neulbom School programs providing longer hours instead of only participating in the 2-hour customized first grade program. Conversely, stay-at-home mothers primarily opted for Neulbom School to reduce the financial burden of private education through government support. Additionally, an analysis of first-grade parents’ perception of key environmental factors in Neulbom School revealed that stay-at-home mothers placed significantly greater importance on “program operation and play spaces,” “school adjustment and socio-emotional development,” and “play-based teaching and learning methods.” As a part of the national public care policy, Neulbom School was recognized as a means to address the limitations of existing elementary school after-school care programs. This approach helps to bridge care gaps for working-mother while providing stay-at-home mothers with structured support for their children’s school adjustment and play-based learning that private education may not provide. Thus, as the Neulbom School policy is set to expand to all elementary school grades by 2026, it is essential to establish a long-term roadmap to ensure the coexistence of education and childcare functions and to develop measures of implementing a demand-driven childcare policy.
