Abstract

This study develops minimal achievement standards for 5th–6th grade students based on the revised 2022 national English curriculum. Minimal achievement standards are designed to assess students who have not yet demonstrated basic academic ability and to provide support for them. Minimal achievement standards for 5th–6th graders are necessary, as the 2022 revised national curriculum will take effect in 2026. The researchers reviewed the existing literature on basic academic skills and elementary English education. They developed the first draft in collaboration with a working group of teachers with experience in elementary English education. A panel group reviewed the first draft, and the revised draft underwent a Delphi survey with 17 elementary school teachers, followed by a public hearing. The final draft of the minimal achievement standards comprises six items in the receptive area and eight items in the productive area. It is relevant to the elementary English minimal achievement standards for 3rd- and 4th-grade students. The teaching, learning, and assessment materials are easily aligned wth the minimal achievement standards in relation to the national curriculum’s usual achievement standards. Compared to achievement level C, the repetition of educational content and the provision of scaffolding remain similar. This study is meaningful for establishing standards for English educational basic academic skills; however, its weakness is the exclusion of affirmative competencies, strategies, or media applications. For future studies, we suggest developing evaluation items and teaching-learning materials aligned with minimal achievement standards for students who need to attain basic academic skills.
