Abstract
This paper aims to investigate the international organization BSEC(Organization of the Black Sea Economic Cooperation) and to analyze the positions and targets of 4 member countries to BSEC. They are Bulgaria, Serbia, Ukraine and Georgia. In the introduction, the author describes the purpose and the method of this research. In the main body, the author studies the structure and the history of BSEC and it's functional agenda. Also he researches the purpose and tactics of these 4 countries to BSEC. Mainly, these countries want to be the full member of EU and NATO. For making the national identity and for escaping from Russia's influences, they want to participate this BSEC actively and to become the EU or NATO member. Also they decide to be the active participants to BSEC, because they want to get the practical progress or developments in the fields of national economy and nation's welfare. Because of the lack of finance and infrastructure, BSEC cannot make proper output or development near time. But, it can play the role of bases for further progress and further regional cooperations. On the other hand, widening the border of EU and NATO can make Russia more sensitive and progressive in this region.
