터키 정부는 2019년 ‘신아시아 구상’을 발표하였다. 국제 정세의 변화와 지정학적 환경의 변화에 따른 터키 정부의 새로운 대전략이자 비전이선포된 것이다. 이는 소위 유라시아의 새로운 허브가 되겠다는 터키의 야심 찬 구상이 2010년대 중반을 넘어가면서 요원해지기 시작하자 새롭게등장한 것이었다. 터키는 1923년 공화국 창설 이후 다소 수동적인 외교정책을 펼쳤으나, 소련이 붕괴한 이후 국제 정세 및 환경의 변화에 유연하게 대처하며 대전략을 구상해나가기 시작했다. 터키는 같은 언어, 종교, 문화권인 중앙아시아 투르크계 국가들을 비롯하여 과거 오스만 영토였던 발칸 지역에 관심을 갖기 시작했고 적극적으로 접근하여 영향력을 증대시켰다. 이러한전략이 힘을 잃어가자, 새로운 대상으로써 중동에 집중하며 신 오스만주의 대전략을 중심으로 동방정책을 펼쳤다. 이러한 전략적 대전환이 성공하며 터키는 머지않아 유라시아의 균형자가 될 것이라는 기대를 품었다. 하지만 2010년대 중반을 넘어서면서 한계에 봉착하기 시작했다. 유럽연합 가입은 점차 가능성이 상실되어 가고, 고질적인 경제 위기로 인해 기존의 신 오스만주의 대전략 역시 무너지는 한계와 위기가 중첩된 가운데신아시아 구상은 하나의 돌파구로써 수립된 것이다. 특히 우크라이나 사태 이후 터키가 중점 지역으로 인식하던 중앙아시아 지역이 새로운 전환기에 접어들면서 더 이상 큰 형님이라는 지위, 그리고 문화‧언어적 친밀성‧동질성이라는 정서적 접근만으로는 영향력을 유지할 수 없다는 위기의식이 반영된 결과이다. 아직까지 세부적인 내용과 추진 전략이 구체화되지는 않았으나, 신아시아 구상 협력 대사가 임명되었고 현재 터키의 경제‧문화 공공외교를 이끄는 중추 기관인 터키국제협력단(TIKA)과 터키투자청이 중심적 역할을수행할 것으로 예상되고 있다. 또한 터키문화원인 유누스 엠레(Yunus Emre Enstitüsü)가 지금까지 제시된 교육, 관광, 예술, 문화 분야에서의중장기적인 전략을 이끌어나갈 것으로 전망된다(׀şık 2022). 특히 터키문화원인 유누스 엠레는 동아시아 지역에서 2017년 이후 지부를 지속적으로 확대해 나가고 있는 상황이다. 그리고 이러한 중점 기관들의 특성을고려했을 때, 신아시아 구상은 단순한 정치‧경제적 측면을 넘어 공공외교적 측면까지 포괄할 것으로 보인다(Kızıl 2021). 특히 기존의 공공외교전략과 틀을 적극적으로 활용하여 국익을 극대화하는 데 초점이 맞춰질것이며, 터키 공공외교 전략의 변천 과정을 고려할 때, 각 중점 기관 간의업무 재조정이나 조율이 발생할 것이라는 점 역시 배제할 수 없다. 이러한 맥락에서 본 연구는 터키가 발표한 신아시아 구상이 어떠한 맥락에서 등장하였고 어떠한 내용을 담고 있는지, 그리고 어떠한 의미를 지니고 있는지 분석하는 것을 목표로 한다. 특히 이 연구의 많은 부분은 터키가 어떠한 기준과 방향성, 그리고 지정학적 계산을 통해 외교정책을 수립해 왔는지, 그리고 국제환경의 변화를 어떻게 인식하고 대전략을 수립하는지 살펴보았다. 이를 바탕으로 터키의 공공외교 전략이 어떻게 수립되었고, 어떠한 성격을 지니는지 설명하고자 한다. 아울러, 이 과정에서새롭게 추진되고 있는 신아시아 구상을 어떻게 바라보아야 하는지도 분석하겠다. 나아가 이러한 신아시아 구상을 이끌어갈 중점 기관에 관해 설명하면서 신아시아 구상이 어떻게 전개될 것인지 예측해보겠다. 이러한측면에서 신아시아 구상의 중점 기관이라고 할 수 있는 터키국제협력단(TIKA), 터키투자청, 유누스 엠레 터키문화원(Yunus Emre enstitüsü) 이 어떠한 배경 속에 설립되었고 어떠한 역할을 수행하였는지 살펴보고자 한다. 터키가 이 기관들을 통해 어떻게 경제‧문화 공공외교를 수행하며, 터키의 공공외교 전략인 신아시아 구상에 어떻게 접목되는지를 보여주고자 한다.
Abstract
2019. It is evaluated as Turkey’s proclamation of a new Grand Strategy and vision corresponding to the rapid changes in the geopolitical environment and political situation. Detailed plans and measures are yet to be concretized; Still, Asia Anew Coordination Ambassador has been appointed, and three core organizations for Turkish public diplomacy (Turkish International Cooperation Agency, Yunus Emre Enstitüsü, and Republic of Türkiye Investment Office) are to take the wheel. Considering the characteristics of the core organizations involved, the Asia Anew Initiative will not only cover the political/ economic aspect of Turkish diplomatic strategy but also embrace the Public Diplomacy elements to maximize Turkish national interest. In this context, this paper aims to analyze the context and background that formulated the Asia Anew Initiative. Moreover, its significance to Turkish foreign policy designing and public diplomacy strategy will be provided. By examining the three core organizations that will lead this initiative, how Turkey utilizes them to conduct its public diplomacy and its implications will be presented. Then, the research will conclude with the overall implications for South Korea.
