군인의 자기주도성에 근거한 군 인적자원개발의 가능성 탐색 - 자기주도적 학습 준비도를 중심으로 -

인적자원개발 분야에서 최근 중요성이 강조되고 있는 것 중에 하나는 자기주도적 학습에 기반한 비형식적인 일터학습이다. 2003년을 기점으로 군 인적자원개발(Military HRD)도 정착되고 있으나, 아직까지 군에서의 자기주도적 학습에 대한 연구는 미진한 편이다. 선행연구에 의하면 학습에서의 자기주도성은 자기통제, 자율성, 권한과 위임 등과 밀접한 관련이 있는 것으로 알려져 있는데, 우려스럽게도 군은 위계적이고 상명하복식이며 임무 완수를 최우선으로 하는 조직문화를 가지고 있다. 본 연구에서는 이러한 군의 문화와 환경 속에서 자기주도적 학습의 가능성을 확인하기 위해 Guglielmino(1977)의 자기주도적 학습 준비도 척도를 활용하여 충청권에 위치한 육․해․공군 교육부대 근무 장병을 대상으로 설문조사를 하였고 이를 민간집단의 선행연구와 비교하였다. 연구결과 군의 자기주도적 학습 준비도는 209.46점으로 Guglielmino(1977)의 기준으로 평균수준에 속하였으며, 민간집단의 선행연구 7편과의 비교에서도 중간에 해당하였다. 특히 전통적 통합연구방법인 평균법(averaging method)에 의해 비교하면, 민간부분의 평균 204.07보다 높았다. 이러한 수치는 자기주도적 학습에 기반한 군 인적자원개발의 가능성을 시사하는 것이라 할 수 있다. 다만 상관분석 결과, 병사의 복무개월이 늘어날수록 자기주도성이 미약하게나마 약해지는 모습을 보였다. 이것은 학업중단과 수동적 군복무로 인한 자기주도성 약화를 염려케 하는 부분으로 병사들의 역량개발에 있어 지속적 관심을 가져야 할 사항이다.
Abstract
Non-formal workplace self-directed learning is one of the themes that is being emphasized for its importance in the field of HRD. Ever since the year 2003, Military HRD has been more or less taking root, but research done on self-directed learning is still lacking and insufficient. According to preceding studies, the sense of self-directness is in close relationship with virtues like self-control, self-regulation, authority and commitment; however, military organizations have hierarchial structures, obedience-based discipline, and mission execution oriented motivation. This research paper seeks to ascertain the possibility of self-directed learning succeeding in military cultures and environments, and in doing so it utilized Guglielmino(1977)'s Self Directed Learning Readiness Scale(SDLRS) to survey Army, Navy and Air Force Servicemen serving in the Chungcheong Province region with questionnaires. The result was ultimately compared with previous studies already completed on civil groups. As the results of the survey turns out, the level of the Self-Directed Learning Readiness amounted up to 209.46, which is average according to Guglielmino(1977)'s standards. Furthermore, when compared to the previous studies done on civil group subjects, this numerical value landed on the middle area. Actually, if the comparison is based on the traditional "averaging method," it was higher than the civil group's average value of 204.07. What this implies is that the possibility that Military Human Resource Development on the basis of self-directed learning would succeed, is considerably high. Specifically, there were meaningful differences between Army, Navy, and Air Force servicemen(according to the ANOVA verification method), but there were no meaningful statistical disparities between Officers and low ranking Enlisted Servicemen. This shows that the younger, so called "New Generation" Servicemen have unique characteristic to subject themselves to self directed learning and developing. However, relative analysis shows that, the longer the Enlisted Servicemen serve in the military, the weaker the tendency became, to self direct themselves to developing by themselves. This implicates that discontinuing studying and coping with a passive service term may weaken the self-directness capability of Enlisted Servicemen, and this certainly draws attention to superior officers.
