Abstract

The purpose of the study is to identify the current status and situation and suggest design models in order to find out effective strategies for design and development of retirement preparation education program for public officials of local governments as a basic study. The research questions are as follows: First, how is the current status and situation of the education program provided for the local government employees? Second, what are the recommendable models for design and development of retirement preparation education program for them? The research methods are observation and analyses for the existing retirement preparation education program, and review literature and previous researches. The results are as following. As to retirement preparation education program, there were subjects like new business starting, returning to farm and hobby side job which were promoted by Ministry of Public Administration and Security under the goal of supporting design of happy retirement life since 2000. In 2010, education programs such as public officials pension consignment education and two other subjects of daily-life designing and future designing are opened for public officials at the retirement age or as a part of honorary retirement program. As the problem of management expected after retirement, the cases where life plan after retirement was clearly established were only of a minor number (6.6 %) and the number of respondents who answered that the plan was vague or they had never thought about it reached 56.7 percent. We can see that still many public officials face with retirement without any plan for the future. As application examples of life-long education program and design theory, though we could see they were handled in minor fields such as ICT environment, media education in juvenile field and educational programs of religious organizations, we could not find any study examples for which they were applied or utilized for design or development of retirement preparation education program for public officials. The study suggested the ISD models of Kemp(1994) and Dick & Carey(2009) as theoretical models for them. In conclusion, the study suggests to develop and diffuse more qualified, sustainable with long-term planned, and wide-opened retirement preparation education programs, designed and developed based on the public officials' needs, their psychological change, and expected adaptation competency to new society after their retirement.
